Location: Primary location based in Tustin and Irvine, CA.

Position: Pipeline Operator

Job Description: This is a unique position that requires:

  • One critical shift per week, that occurs on a rolling 7 or 8 day schedule,
  • Up to two other shorter shifts
  • Total hours per week would be approximately 15 hours (more info below).
  • The critical shift requires the Pipeline Operator to be on duty for weekly pipeline deliveries which can occur on any day or time of the week, including weekends and holidays. The actual timing is controlled by a third party and completely non-flexible. Other shifts would occur during normal business hours.
  • Reliability and dependability are essential to this position.

The Pipeline Operator has one main responsibility, which is to operate a pipeline system for Wickland Pipelines LLC (WPL) in Tustin, CA. Duties include:

  • Unassisted management of operations on any of WPL’s pipeline in the absence of the Pipeline Manager.
  • Inspect and report on the condition of pipeline systems and rights-of-way.
  • Engage in all safety, operations, computer and other training required to competently and effectively manage pipeline operations on the pipeline system.
  • Assist in the review and modification, as necessary, of WPL’s pipeline safety, spill and operations manuals.
  • As needed, engage in safety and other pipeline drills and regulatory audits, including but not limited to participating as an Incident Command team member.
  • Liaison with state, federal and local regulatory personnel as necessary in connection with managing pipeline operations.
  • Communicate and cooperate with airport and shipper personnel as required to competently and effectively initiate and complete pipeline jet fuel deliveries.
  • Act as a construction inspector when third parties are excavating in the vicinity of WPL’s assets.
  • Assist with inline inspections (i.e. pig) runs.
  • Other duties and responsibilities within the reasonable scope of Employee’s work as time to time directed by their manager.

The Pipeline Operator shall become familiar with the start up, control, and shut down of petroleum product movements on WPL’s pipeline system. This involves transfers between third party pipeline facilities and fuel receipt tank farms. During operations, the Pipeline Operator is responsible for coordinating with inbound and outbound stakeholders as well as responding to abnormal operating conditions and emergencies.

The Pipeline Operator will work on a part time basis as circumstances require and will on average spend 15 hours per week performing their required duties. In no event shall they work 30 or more hours in any work week without manager’s permission.

The Pipeline Operator conforms with WPL’s and other regulatory agency’s compliance requirements, including understanding and implementing WPL-specific operation and maintenance, integrity management, emergency and spill response, control room management, and other plans. This requires training with other WPL Operators, communication with regulatory agencies, and participation in drills, trainings, and audits. This work may require occasional travel to WPL’s main office in Sacramento/Roseville.

Experience, Specific Knowledge, Certification, Licenses: High school diploma or equivalent. Four years pipeline, terminal, or fueling related experience required.

Must be able to work 8 to 16 hour rotating day/night shifts, subject to 24 hour call out and call back. Requires working on a holiday when a holiday falls on a regularly scheduled workday, and in some areas may require working alone on evenings, nights, and weekends.

Work is labor intensive at times and involves repetitive actions such as sitting at a computer or other control equipment, inputting data on a keyboard, completing paperwork, tickets, logs, reports and telephone communications. Work also involves operating large valves.

A satisfactory driving record as determined by the Company and a current, valid State of California driver's license are required.

Pre-employment and periodic drug and alcohol testing is required.

Competencies/Skills: The Pipeline Operator must be knowledgeable of all procedures affecting pipeline transfer operations, including pipeline line-ups, maximum operating pressures, line control techniques, pipeline hydraulics, pump operation, product characteristics and facility maintenance. Training is provided.

The Pipeline Operator must be computer literate and able to communicate effectively by email in addition to cellular phone. Use of MS Word and Excel as well as WPL-specific online training software is required. The Pipeline Operator must be knowledgeable in current policies such as the Department of Transportation’s CFR 49 Part 195.

Other Requirements: The Pipeline Operator must become qualified under Wickland’s Operator Qualification program for various pipeline-related tasks.

Terms & Conditions of Employment: This is an exempt, salaried position with a schedule of 15 hours per week divided between field sites, the corporate office, and home office. The salary range for this position is $71,000 per year.

Benefits will include:

1. The 401k plan does a 100% match for contributions up to 3% of an employee’s compensation, plus a 50% match thereafter up to a cap amount of 5% of an employee’s compensation.

2. Vacation accrual is 2 weeks annually. The accrual max for vacation time 160 hours.

3. The company observes and pays for ten legal holidays each year.

4. No medical, dental, or vision coverage is provided.
