Job Title:                      Private School Evaluation & Compliance Specialist

Reports to:                   Executive Director of Special Programs

Primary Purpose:

Coordinates the Special Education referral & evaluation process for students suspected of having a disability and is enrolled in a Private School in the WFISD attendance zone. Hold Service Plan (SP) meetings in a timely manner.  Provide diagnostic information and work cooperatively with instructional personnel to provide the most appropriate programs for students with disabilities. Conduct ongoing review of students records and monitor for compliance with Local, State, and Federal laws, policies, and procedures.

 

Qualifications:

 

Education/Certification:

Master’s degree in educational assessment

Valid Texas Special Education teaching certificate

Valid Texas educational diagnostician certificate

 

Special Knowledge/Skills:

Knowledge of diagnostic procedures, education of special education students, human development, and learning theories, laws pertaining to participation of private schools in the district’s special education program

Excellent organizational, communication, and interpersonal skills

 

Experience:

Three years of teaching experience; at least two of those must be in special education

 

Major Responsibilities and Duties:

 

Assessment

 

  1. Receive student referrals, review for accuracy, and facilitate the initial consent process to complete the evaluation process where applicable and ensure that the FIIE is developed and that all initials and reevaluation documents are developed and implemented in a timely manner.

 

 

  1. Select and administer formal and informal assessments to determine student eligibility for special education services according to federal and Texas Education Agency regulations.

 

  1. Collect and organize relevant assessment data from the student's cumulative folder, classroom teacher(s), principal, support staff, parents, and outside resource people.

 

  1. Conduct classroom observation and personal interviews.

 

  1. Participate in Service Plans meetings to assist with interpretation of assessment data, appropriate placement, and development of Individual Education Plans (IEP) for students according to district procedures.

 

  1. Participate in the Transition process (including, but not limited to, informal assessments for Transition planning and inviting outside agencies as appropriate to SP meetings where transition is discussed).

 

  1. Review student’s records for compliance and implementation and report the findings to the Executive Director of Special Programs and the Superintendent of the private school.
  2. Develop and implement corrective action plan to address non-compliance

 

Consultation

 

  1. Provide staff development training in assigned schools to assist school personnel in identification and understanding of students with disabilities.

 

  1. Consult parents concerning the educational needs of students and interpretation of assessment data.

 

 

  1. Consult parents, teachers, administrators, and other relevant individuals to enhance students services

 

  1. Coordinate services for students as determined through the SP meeting

 

  1. Consult with private school staff as needed and make recommendations for struggling students and for those who do not qualify for special educational services.

 

Program Management

 

  1. Develop and maintain effective individual and group relationships with staff, students and parents.

 

  1. Electronically compile, maintain, and file all reports, records, and other documents required.

 

  1. Maintain practices and documentation to facilitate accurate state reporting through PEIMS and State Performance Plan Indicators.

 

  1. Comply with policies established by federal and state law, State Board of Education rules, and local board policy in the areas of assessment, placement, and planning for special education services.

 

  1. Comply with all district and local campus routines and regulations.

 

  1. Participate in professional development activities to improve skills related to job assignment.

 

Communication

 

  1. Maintain a positive and effective relationship with supervisors.

 

  1. Effectively communicate with colleagues, students, and parents.

Supervisory Responsibilities:

None.

 

Working Conditions:

 

Mental Demands/Physical Demands/Environmental Factors:

Maintain emotional control under stress. Regular districtwide travel to multiple work locations as assigned; moderate lifting and carrying. May be required to lift and transfer students to and from wheelchair or assist with positioning students with physical disabilities.
