Nature of Work

The Program Manager 1 in this position will report to the Multimodal Division in Kanawha County. The incumbent will complete required reporting including, but not limited to, semiannual DBE reports, annual NTD report, Federal Funding Accountability and Transparency Act reporting, and Transit Asset Management Plan. They will also audit monthly FTA Section 5311 Project Expenditure Reports for accuracy and eligibility. This position will also act as the primary P-Card holder for the agency. Additionally, they will maintain office files, prepare the Annual Certification of Use Of Project Equipment and/or Facilities, update the state inventory system (AVIS), gather annual transit statistics from Urban and Rural transit systems, and complete travel authorizations and reservations for staff. The employee in this role will also complete the DMV titling process for all vehicles that the agency purchases, update the providers directory and division website, review and process invoices/subsidy requests for payment in WVOASIS, complete ECHO draws and update ECHO report with funds disbursement date, input all P-Card transactions in WVOASIS, and input and review of daily time reporting for all division employees in UKG (Kronos). Additional duties include: update expenditures monthly for all open grants and general revenue accounts, monitor and maintain the Training Log, maintain family sick and leave balances for all employees, and assist the Comptroller with other financial duties. Performs related duties as required.

Typical Duties and Responsibilities

  • Assess key demographic areas for our clients’ businesses and determine their needs from a practical standpoint.
  • Create program initiatives.
  • Allocate and control company resources as they relate to individual programs, as well as the departmental budget.
  • Establish overall performance standards for programs, program supervisors, and their teams.
  • Acts as a liaison between district or division personnel on various projects.
  • May assign team members or other staff to various tasks or phases of work in the life cycle of multiple programs.
  • Track performance of members of various teams or groups to assess compliance with budgetary, time, and other requirements.
  • Purchase or request or work with managers to purchase or request needed supplies, equipment, or services within budgets or limits set by upper-level management or the organization.
  • Review the work product of teams for compliance with organizational objectives and goals.
  • Report progress of work, goals, problems, and other issues to supervisors, upper-level management, or boards of directors or committees responsible for oversight.
  • Review news, regulations, and updates related to the organization’s products, services, or programs
  • Formulate and implement plans for recovery, alteration of work, or otherwise handling emergencies, disruptions of programs, production, or project schedules, and unanticipated events.
  • Take ownership of program development, planning, and execution.
  • Develop and control program budget.
  • Identify funding opportunities and build relationships with executives.
  • Manage timely completion of program deliverables.
  • Ensure quality (fit for purpose) and accuracy of program work outcomes.
  • Manage program risk.
  • Provide quick resolution for problems and roadblocks.
  • Develop and maintain a program schedule with milestones.
  • Report program status, including progress, productivity, risk, and quality metrics.
  • Travel may be required; therefore, a valid driver’s license is required.

  • Knowledge of the principles and techniques used in the assigned technical function or specialty area.

Minimum Requirements

REQUIRED TRAINING/EDUCATION
  • Bachelor's degree from a regionally accredited college or university.
  • Substitution: Four (4) years of full-time or equivalent part-time paid experience in a professional, administrative, technical, or supervisory position may substitute for the required training/education on a year-for-year basis, through an established formula.

REQUIRED EXPERIENCE
  • Two (2) years of full-time or equivalent part-time paid experience in a professional, administrative, technical, or supervisory position.
  • Substitution: Successful completion of graduate coursework from a regionally accredited college or university may substitute for the required experience on a year-for-year basis, through an established formula.
