Key Areas of Impact

Strategic Budget Leadership & Strategy

• Master Complex Fiscal Ecosystems: Manage, align, and optimize a sophisticated multi-departmental budget supporting a diverse array of vital statewide programs across various bureaus.
• Drive Financial Planning: Direct the master preparation of the departments' detailed expenditure schedules and lead the formulation of annual appropriation requests.

Data-Driven Insight & Executive Consultation

• Empower Executive Decision-Making: Develop, analyze, and translate intricate budgetary data into actionable insights for the Secretaries, Deputy Secretaries, Chief Operating Officer, Chief Financial Officer, and Chief Budget Officer.
• Provide Expert Advisory Services: Serve as the internal consulting authority, offering expert funding guidance, assistance, and strategic financial advice to management and operational staff across all departmental bureaus.

Stakeholder Collaboration & Compliance

• Serve as Chief Liaison: Represent the departments before legislative and executive bodies, navigating high-level discussions and presenting clear financial strategies.
• Uphold Financial Integrity: Coordinate directly with the State Budget Office, the Auditor’s Office, and legislative representatives to guarantee seamless compliance with federal, state, executive, and legislative requirements.

Minimum Qualifications

Education & Training

• Graduation from an accredited four-year college or university with a bachelor's degree in the area of assignment (e.g., Finance, Accounting, Business Administration, Public Administration, or a closely related field).

Required Experience

• Six (6) years of full-time or equivalent part-time paid administrative or supervisory experience in the area of financial assignment.

Allowable Substitutions

• Experience for Education: Additional qualifying administrative or supervisory experience as described above may substitute for the required four-year college training on a year-for-year basis.
• Professional Certification for Education/Experience: Current certification or registration as a Public Accountant (CPA) in West Virginia may substitute for the required four-year college training plus two (2) years of the required experience.
