The Human Resources and Transportation Manager for WVSDB provides strategic and operational leadership for all human resources functions. This role ensures compliance with applicable federal and state laws, supports a diverse and inclusive workforce, and aligns HR practices with the mission and values of WVSDB. The Human Resources and Transportation Manager serves as a trusted advisor to leadership and employees, fostering a positive, effective, and legally compliant work environment. This position provides direct management of the transportation program in compliance with the West Virginia Department of Education Policy 4336.
DUTIES AND RESPONSIBILITIES:
• Serve as the primary point of contact for employee relations issues, including conflict resolution, disciplinary actions, and grievance processes.
• Interpret and apply personnel policies, collective bargaining agreements (if applicable), and employment laws.
• Foster a positive workplace culture focused on professionalism, collaboration, and respect.
• Oversee recruitment, selection, onboarding, and retention of qualified staff.
• Ensure hiring practices comply with equal employment opportunity and affirmative action requirements.
• Coordinate job postings, interviews, background checks, and credential verification.
• Serve as the primary point of contact for employee relations issues, including conflict resolution, disciplinary actions, and grievance processes.
• Interpret and apply personnel policies, collective bargaining agreements (if applicable), and employment laws.
• Foster a positive workplace culture focused on professionalism, collaboration, and respect.
• Maintain accurate employee records and HR data.
• Manage performance evaluation systems and support supervisors in effective performance management.
• Coordinate employee training, professional development, and compliance-related training.
• Support leadership development and succession planning initiatives.
• Ensure compliance with federal and state employment laws and regulations (e.g., FLSA, FMLA, ADA, Title VII).
• Prepare reports, audits, and documentation required by regulatory agencies.
• Maintain confidentiality and integrity of sensitive personnel information.
• Supervise HR, transportation staff and/or clerical support personnel, as applicable.

No representative or employee of the state is authorized to enter into any employment contract or other agreement. Designated employees paid under WVDE guidelines are "at-will" and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation. Coordinators are paid under the WVDE compensation schedule and are deemed "at will" employees.
The employment relationship between the WVSDB/WVBE and the employee may be terminated by either party. Reasons for termination by the WVSDB/WVDE include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.

- Develop, implement, and administer HR policies, procedures, and practices consistent with WVSDB and WVDE goals and legal requirements.
- Advises leadership team on workforce planning, organizational development, and employee relations matters.

- Manages the operations of the transportation program including but not limited to:
- Scheduling vehicles and drivers for approved trips
- Scheduling vehicles for maintenance
- Verifies that drivers and aides have appropriate training and are fully qualified and certified for their respective positions
- Arranges for drug and/or alcohol screening
- Provides recommendations for vehicle retirement/replacement to Fleet Management as required
- Assists in the development of various transportation contracts for charter services, bus purchases and other fleet vehicles
- Other related duties and responsibilities as assigned
GENERAL QUALIFICATIONS:
- Minimum of a bachelor's degree in human resources, business administration, public administration, or a related field, with master's degree preferred.
- Professional HR certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR) preferred.
- WV Administrative Certificate and three years of supervisory experience preferred.
- Knowledge of employment laws, HR best practices, and public-sector or educational HR operations.
- Strong interpersonal, communication, and problem-solving skills.
- Criminal background check conducted pursuant to WV Code §18-5-15c and/or §18A-3-10, as appropriate.
KNOWLEDGE, SKILLS, AND ABILITIES:
