West Valley Cleanup Alliance is the prime contractor selected by the U.S. Department of Energy to manage the Phase 1B Deactivation & Demolition Contract at the West Valley Demonstration Project site. The site is a scenic 30-minute drive south of Buffalo, New York.  In cooperation with the New York State Energy Research and Development Authority, West Valley Demonstration Project continues to decontaminate and decommission facilities at this site.

JOB SUMMARY/PURPOSE OF POSITION

The Senior and Principal Environmental Engineer is responsible for conducting programs to implement environmental requirements as imposed by DOE and other federal, state, or local regulatory agencies. Provide leadership on projects or programs with responsibility for developing site or project compliance strategy, performing as a liaison within the company and with regulators; planning, scheduling, and executing programs while demonstrating a high degree of judgement, expertise, and leadership in the field.


REQUIREMENTS/SPECIFICATIONS

Education/Experience:

Grade 33:

  • BA/BS degree in Engineering, Natural Sciences, or related science fields 
  • Eight (8) years of related experience or equivalent combination of education and related experience.

Grade 34:

  • BA/BS degree in Engineering, Natural Sciences, or related science fields 
  • Ten (10) years of related experience or equivalent combination of education and related experience. 
  • Ten (10) years of directly related professional experience in the field of specialization with progressive levels of responsibility coupled with measures of success required.

Licenses/Certifications:

  • Valid driver’s license required.

Other Requirements:

  • Mastery knowledge of environmental compliance
  • Developed organizational and communication skills
  • Mastery knowledge of industry specific software applications 

Preferred Qualifications:

  • Degree in Geology or Hydro geology preferred but other science and engineering degrees will be considered.
  • Experience with environmental data monitoring and trend reporting particularly with groundwater systems. 
  • Experience in remediation, site cleanup, or waste management site.

MAJOR RESPONSIBILITIES/SCOPE OF WORK

  • Maintain a safe and healthy work environment by following established safe work practices and procedures; including following all safety rules, use of proper personal protective equipment (PPE), investigating and reporting identified safety concerns or situations.
  • Adhere to standards contained in the Company “Code of Conduct,” Company EEO practices, and DOE directives. 
  • Ensure compliance with DOE, other federal, state, and local environmental regulations, and requirements by developing plans and objectives which provide for project conformance.
  • Develop assessments for conducting oversight of programs to ensure conformance and develop communication paths within the project and with regulators to formulate solutions to regulatory problems and to share solutions with other DOE projects. 
  • Develop programs (e.g., NEPA, Environmental Monitoring, RCRA) multi-year and annual objectives by analyzing regulatory needs by collaborating with customer and senior management.
  • Develop program plans by determining activity time frames and resource needs (i.e., materials, staffing, logistics).
  • Support the development of financial objectives by developing program budget input, input to scheduling and expenditure approval activities, analyzing variances, and recommend corrective actions.
  • Participate in the control of program performance by developing changes to program objectives, plans, and related schedules.
  • Support and lead team activities in department staffing of program activities by participating in and making recommendations for recruiting, selecting, orienting, and training personnel.
  • Confirm program product by establishing performance objectives and assessing achievements.
  • Report on program or project status by ensuring the collection, analysis, and summarization of information and trends.
  • Maintain regulatory database and records keeping by conforming to established information and data requirements, supporting data retention capability initiatives to meet required needs.
  • Maintain personal professional, regulatory, and technical knowledge by attendance in education workshops, review of professional publications, participation in information exchange networks, working groups, committees, and professional societies.
  • Provide feedback to other department managers, senior management, company President, and company customers by conducting formal and informal communications, providing presentations periodically, and participating in forums for briefings to project personnel.
  • Provide recommendations project or site-wide for regulatory strategy or strategies to implement or maintain conformance with environmental regulatory/compliance strategies by interpreting and/or solving basic regulatory issues and communicate with personnel at more senior levels.
  • Interface with individuals or groups from inside and outside the organization, senior management, as well as high-ranking officials from outside the organization.
  • Justify, defend, negotiate, or settle environmental engineering matters involving significant or controversial issues in accordance with environmental practices.
  • Regular attendance is required.
  • Contributes to team effort by accomplishing related results as needed.

ESSENTIAL FUNCTIONS:

  • Establish priorities, work schedules, control cost and meet deadlines.
  • Interpret and follow a wide variety of guidelines, policies, laws, and established practices to accomplish complex tasks.
  • Direct the work of others, develop, and implement special projects and resources, write procedures and guidelines, and mentor others.
  • Develop and execute short-term strategic plans.
  • Perform broad and intensive practices to establish concepts, theories, or programs, or to resolve complex problems.
  • Use independent judgement to perform, identify, and analyze diverse environment engineering responsibilities involving different and unrelated processes or methods. 
  • Plan, develop, and carry out vital day-to-day programs essential to the mission.
  • Provide technical direction and guidance to department and company engineers, operators, and other personnel on regulatory matters relating to environmental compliance issues or concerns.
  • Participate in negotiations with other department engineers and regulators to establish appropriate levels of environmental compliance and reporting.
  • Execute a broad scope of specific environmental engineering practices affecting the accuracy, reliability, or acceptability of further processes or services.
  • Provide companywide regulatory, DOE compliance, and technical guidance and direction for determining courses of action to implement or maintain conformance with environmental regulatory/compliance strategies.
