Position Summary

This position performs secretarial duties for the Chief Building Official and others in the Division such as typing, filing, answering phones, data entry, serving the public’s needs at the customer counter and over the telephone, issuing building permits, scheduling inspections and managing the flow of permit processing and Division documents as directed by the Chief Building Official.


Starting Pay: $21.64 - $24.24 per hour; additional pay depending on experience

Schedule: Full time, 4 x 10 Monday - Thursday

FLSA Status: Non-Exempt

Essential Duties and Responsibilities

  • Clerical duties include:  typing, filing, handling phone calls, scheduling inspections, issuing permits, managing certain filing systems, operating basic office machines, processes residential and commercial building permits applications, processing all Bond releases and collections, processing Certificates of Occupancy and requests for public information. 
  • Assist the public with any questions regarding the Building Inspection Division.
  • Help maintain office order. 
  • Performs as a point of contact at public counter and responds to incoming phone calls. 
  • Records information with legible handwriting. 
  • Use basic math skills and software to price permits and evaluate other numerical data intrinsic to Division operations. 
  • Assist in managing inspection schedules.
  • Processes permit application and permit issuance.
  • Assist in incoming complaints, maintain complaint files, ACE files and coordinate with Chief Building Official regarding inspections and enforcements. 
  • Creates reports as directed by Chief Building Official to include graphs and charts.
  • Manage the closing out of files which includes issuing Certificates of Occupancy, Bond release authorizations and collections, data entry for City Works software, and filing closed out projects.
  • Represent the Division as required by the Chief Building Official.
  • Is responsible for software implementation for building permit activities and stays current with appropriate software training.
  • Understands basic building procedures and all Division operations. 
  • Maintains current computer skills to aid the Division including computer graphics.
  • Responds to requests for records, copies and documentation; oversees Gramma Requests.  
  • Is responsible for incoming and outgoing mail.
  • Is responsible for copying and updating information literature and handouts. 
  • Tracks vehicle mileage for maintenance schedule.
  • Records Division time sheets. 
  • Covers duties of Administrate Assistant when out of the office.
  • Scan in all closed out permits into OnBase and quality control and index each permit.
  • Scan in all plans into appropriate retention database and quality control and index each plan.
  • Scan in all Ace cases, complaints and citations into OnBase and quality control and index each one.
  • Scan in all other documents and quality control and index each one.
  • Handle all archive boxes for delivery and pick up to the State of Utah Archives department.  Also handles the records of each box. 
  • Other duties may be included.

Qualifications

  • Ability to perform difficult and varied office work.
  • Compose letters using proper grammar, spelling, punctuation, and general secretarial duties.
  • Ability to create and maintain filing systems and appointment/inspection scheduling.
  • Good knowledge of computer software as required by the position.
  • Ability to follow verbal and written instructions.
  • Ability to establish and maintain effective working relationships with fellow employees, superiors, and the public.
  • Ability to exercise initiative and sound judgment and to react resourcefully and responsibly under varying pressure conditions.
  • Able to react to changes in productivity and to handle multiple tasks as assigned.
  • Skill in the operation of a variety of office machines including computers and copy machines, with typing efficiency of 60 wpm.
  • Must possess basic knowledge of the scope of the Building Inspection Division operations.

Education and/or Experience

  • Graduation from a standard senior high school or equivalent.
  • Two years full-time paid employment as a secretary (or similar position), or any equivalent combination of education and/or experience. 

Language Skills

  • English (read, write and the use of proper grammar).
  • Spanish preferred.

Certificates, Licenses, or Registrations

  • Possess a valid Utah driver’s license and the ability to drive a motor vehicle safely.
  • Permit Technician Certification preferred.

  • While performing the duties of this job, the employee is regularly required to sit, talk and hear.
  • Must be able to occasionally lift and/or move up to 25 pounds.
  • The position involves daily use of a computer and other office equipment, which requires manual dexterity and good hand-eye coordination.
  • Some tasks may involve bending, reaching, and standing for brief periods.
  • This position requires the ability to type, file, and converse on the phone for extended periods of time.
  • Some limited driving of a City vehicle will be required on occasion.

Work Environment

  • Indoor office setting working with the public on the phones or at the counter, one-on-one, or in groups.
  • Light office filing.
  • Heavy phone traffic on occasion.
  • Intermittent exposure to stress as a result of human behavior.
  • Some limited driving of city vehicle will be required on occasion.
