Job Description: Payroll Manager
Reports To: Director of Finance
Job Goal
The Payroll Manager is responsible for managing the district’s payroll system to ensure accurate and timely compensation for all employees. This position requires strong attention to detail, confidentiality, and collaboration with Human Resources, Finance, and building-level staff.
Essential Responsibilities and Duties Payroll Administration
- Prepare and process semi-monthly payroll for all district employees, including substitutes, stipends, overtime, and supplemental pay.
- Review and verify timesheets, contracts, pay distribution, and personnel changes for accuracy and compliance with district policy, collective bargaining agreements, and applicable regulations.
- Calculate and process deductions (federal/state taxes, retirement, annuities, insurance, garnishments, etc.).
- Maintain payroll records and employee leave balances (sick, personal, vacation, and unpaid).
- Manage payroll adjustments, retroactive pay, and year-end accruals.
- Ensure timely transmission of direct deposits, TRS/IMRF contributions, and other payroll-related disbursements.
- Facilitate integration between the district’s absence management platform, payroll system, and related financial systems.
Compliance & Reporting
- Prepare and submit required payroll reports to the Illinois Municipal Retirement Fund (IMRF), Teachers’ Retirement System (TRS), IRS, Illinois Department of Revenue, and other agencies.
- Prepare quarterly and annual tax filings, including W-2s and 1099s.
- Assist in annual audit processes and provide payroll-related documentation.
- Collaboration & Support
- Work closely with Human Resources to align payroll with employee onboarding, leaves of absence, and separations.
- Serve as a payroll resource to others working in finance and Human Resources.
- Provide timely communication to staff regarding payroll processes, deadlines, and related inquiries.
- Assist in oversight of employees you have declared their intent to retirement and ensure the district does not incur pension related penalties
- Assist with business office operations and projects as assigned.
Job Types: Full-time, Permanent
Pay: $60,000.00 - $80,000.00 per year
