SUMMARY
Under the general direction of the Board of Supervisors, administers the County’s Human Resources programs, policies and procedures ensuring compliance with all applicable laws and/or regulations. Coordinates and administers the following: employee recruitment, worker’s compensation, wellness, employee/labor relations, employee benefits.
QUALIFICATIONS
EDUCATION AND EXPERIENCE
· Bachelor’s Degree in Human Resources Management, Public Administration, Business or other related field is required.
· At least five years of experience in the Human Resources field required.
· Public sector experience and experience with labor agreement negotiations preferred.
DEMONSTRATED SKILLS AND ABILITIES
· Ability to take initiative and work efficiently and effectively with little to no supervision.
· Proficiency with computer software programs and applications.
· Ability to effectively communicate and problem solve with county departments and their employees, government officials, vendors, and service providers.
· Ability to perform statistical and mathematical techniques.
· Ability to handle extremely confidential information in a sensitive manner.
· Skills in oral and written communications through various methods, including public speaking. Ability to communicate concisely and effectively with diverse individuals and groups in a variety of situations.
· Extensive knowledge of human resources practices and the ability to interpret, understand and apply employment law information, including state and federal law, FLSA, and the Iowa Code.
WORK REQUIREMENTS
This position requires sitting for extended periods of time and the operation of office equipment such as a telephone, personal computer, and printer/fax machine. Responding to departmental requests, making copies, or conducting training sessions may involve being on your feet for a short period of time.
May on occasion, perform light to moderate lifting of 25-50 pounds.
A considerable amount of stress may be involved in meeting deadlines and investigating employment matters.
Work is performed in an office setting, but the employee will be expected to commute to off-site workstations when visiting with vendors, county employees and department heads.
PERFORMANCE RESPONSIBILTIES
PUBLIC RELATIONS
Establishes a positive public relations image of the County through:
- the effective handling of incoming telephone calls;
- personal contact with other employees, citizens, and elected officials; and
- providing the highest quality customer service to employees and the public
GENERAL
1. Maintains a filing system of personnel and medical files. Enters and updates information in HR software module, including status or position changes.
2. Assists elected officials and department heads with personnel issues including: the application of progressive discipline and documentation, interpretation of employment law, union contracts and county policies, and navigation of the county hiring process.
3. Prepares an annual departmental budget and perform basic accounting functions for the department.
4. Coordinates and administers all County benefit programs, including enrollments, cancellations, insurance billings, vendor meetings and evaluation of programs. Manages Retiree Health and COBRA administration for health, dental, vision and FSA.
5. Coordinates and administers all activities related to the hiring and termination processes, including posting and advertising job openings, testing, post offer screening (background checks, arranging for physical exams, etc) and onboarding new hires. May assist various departments with their interviewing of candidates.
6. Develops and updates the County’s Employee Handbook and Safety Manual, ensuring they are administered consistently and fairly.
7. Chairs or serves on the County Wellness Committee. Promotes programs and interprets reports from Wellmark to ensure maximum discount potential on premiums.
8. Responds to notices of unemployment claims using the SIDES E-Response system. Coordinates and prepares for Fact-Finding Interviews and Appeal Hearings.
9. Conduct exit interviews with departing employees when necessary.
10. Administers the County’s Safety and Workers Compensation program. Serves on the County Safety Committee. Communicates with injured employees and IMWCA representatives. Coordinates return to work programs.
11. Represents the County in collective bargaining negotiations and responds to grievances.
12. Reviews Leave of Absence requests and takes necessary steps regarding FMLA, ADA, and Military Leave. Prepares notices for employees and provides information.
13. Serves as the County HIPAA Privacy Officer.

Pay: $65,000.00 - $85,000.00 per year
