Reporting to the County Administrator, the IT Director is responsible for overseeing the County’s technology operations and ensuring the secure, reliable, and efficient delivery of technology services. The position manages the County's technology infrastructure, cybersecurity, software systems, telecommunications, and technology resources in support of County departments, elected officials, employees, and the public.

MAJOR RESPONSIBILITIES:

1. Plan, direct, and administer all County information technology operations, including network infrastructure, servers, telecommunications, cybersecurity, software applications, and end-user support.

2. Lead and manage the IT department, fostering a culture of innovation and continuous improvement. This includes mentoring staff, setting objectives, and evaluating performance.

3. Maintains county backup systems and disaster recover.

4. Develop and update policy related to all technology and its use by the County.

5. Microsoft 365 administration for all users county-wide.

6. Oversee the IT budget, ensuring cost-effective allocation of resources. This involves negotiating with vendors and managing procurement processes for IT equipment and services.

7. Evaluate existing and emerging technologies and recommend improvements that enhance County operations, efficiency, security, and public service delivery.

8. Identify and mitigate IT risks, ensuring compliance with relevant laws, regulations, and industry standards. Develop and implement security policies, data protection measures, and disaster recovery plans.

9. Oversee IT projects from conception to completion, ensuring they are delivered on time, within budget, and meet the organization’s standards and requirements.

10. Work closely with other departments to understand their technology needs and find solutions that align with the organization's goals.

11. Build and maintain relationships with external advisors and vendors to ensure effective IT service delivery.

WORKING ELEMENTS:

A.

· Bachelors or Associate Degree in Computer Science, Information Technology, Network Administration or closely related field. Equivalent combinations of education and experience may be considered.

· Eight to ten years’ experience in information technology administration. Government experience preferred.

· Two to three years’ experience supervising staff and/or managing a department, budgeting experience a plus.

B.

· Knowledge of computer hardware, operating systems, virtualization, networking, cybersecurity, telecommunications, cloud services, Microsoft 365, servers, and a variety of software applications.

· Skill in troubleshooting hardware, software, network, and server issues.

· Skill in project management, vendor coordination, budgeting, and conflict resolution.

· Knowledge of Wisconsin public records requirements, records retention, and government technology practices is desirable.

C.

· Responsible for handling all information technology functions for the county, including computers, switches, routers, wireless, and various other hardware and software that is needed to keep the county current and up to date.

· Prepares information technology budget for the county.

· Responsible for safeguarding County information systems and electronic data through appropriate security measures, policies, and procedures.

· Maintain regular and predictable attendance.

· Promote, get along, and work in a harmonious relationship with others including but not limited to outside agencies and County Departments.

· Be able to perform duties, follow policy and procedures independent of direct supervision.

D.

· Normal office conditions. Primarily sedentary, exposure to VDT monitors. Some standing, bending, lifting, climbing stairs, stooping, finger dexterity. Verbal, written and audio capabilities.

· Occasional work outside normal business hours may be required for system maintenance, emergency response, or technology-related incidents.

Pay: $42.66 - $45.46 per hour
