Basic Function:

Serve as an administrator, under the supervision of the Program Director of Specialized Trauma Treatment, Assessment, and Reunification (STTAR). STTAR is a temporary congregate care program that provides short-term care, assessment and a range of clinical services to children removed from their homes due to abuse, neglect or other high-risk circumstances. The youth will receive assessment services, substance use screening, crisis management, therapeutic support, educational support, significant levels of structure and support, and intensive work with engagement.

 

Duties and Responsibilities:

  1. Assist the Program Director in hiring, orienting and evaluating all staff working in STTAR.
  2. Assist the Program Director in the development and training programs for all assigned staff and participate in the overall agency training program.
  3. Provide administrative and/or treatment-based supervision to all Supervisors within the STTAR program.
  4. Manage personnel related matters and record keeping for assigned staff including but not limited to performance evaluations, constructive counseling, and progressive discipline matters as assigned by Program Director.
  5. Responsible for programming and execution of recreational activities, supplemental therapies, and wellness practices.
  6. Provide an environment that addresses the needs of the children and ensures their care, welfare, safety, and security.
  7. Cover clinical care in the absence of the STTAR Clinician, or if a vacancy occurs.
  8. Serve as administrator for interdisciplinary teams overseeing the development, implementation, and evaluation of each child’s treatment plan.
  9. Oversee weekly payroll for all hourly STTAR staff. This would include monitoring overtime, observing trends and ensuring time-off requests in Paycom are processed.
  10. Ensure that all programs and functions are in compliance with licensing regulations, monitoring standards, quality assurance and Counsel of Accreditation (COA) provisions.
  11. Work in conjunction with the STTAR Program Director to design and administer a staffing coverage pattern adequate to ensure supervision and the provision of activities appropriate to meet the children’s needs.
  12. Ensure staff are adequately trained in individualized therapeutic/behavioral approaches and intensive supervision in the structured setting in order to minimize youth pain-based behaviors related to functional deficits to ensure an optimal level of functioning across all domains-school, work and/or community settings.
  13. Supervise and develop the skills of the Supervisors, Child Care and Clinical staff to ensure the daily safety and stability of the program environment, and quality individualize treatment planning, to include appropriate services that are trauma-focused, individualized, gender/ identity-sensitive, culturally and linguistically competent, and focus on engaging youth and families in treatment planning and services provided.
  14. In conjunction with the STTAR Program Director, oversee and ensure collaborative transition planning, including input from the youth, their family and other community linkages, the area office social worker and clinical team, and anyone else who may be helpful in planning the treatment for this youth. 
  15. Supervise the program Supervisors and Direct Care staff to make certain that standards of care are consistent with the established expectations and time frames and that the relationships with community agencies are optimal.
  16. Serve as a member of the Expanded Leadership Team, as well as the Leadership Team when assigned by the Program Director.
  17. Serve as an On-Call Administrator providing 24-hour administrative coverage as assigned.
  18. Review and as needed, follow up on all Incident reports and Use of Physical Intervention forms and giving notification when needed to the STTAR Program Director.
  19. Assist the Program Director in collaborative transition planning, including input from the youth, their family and other community linkages, the area office social worker and clinical team, and anyone else who may be helpful in planning the treatment for this youth. Keeping in mind, an important goal of the STTAR is acquiring treatment gains in order to accomplish a successful transition to another level of care including such settings as another treatment setting, home, foster care or community living
  20. Work with the Program Director to oversee all assigned client records, ensuring completion, clarity, and compliance with confidentiality of client information procedures. Ensure proper maintenance of all Program Administrative Records including, but not limited to, client files, DCF required annual quality assurance plan, and all statistical, financial and programmatic data reported to DCF via the Provider Information Exchange (PIE).
  21. Establish and maintain a positive involvement with other human service agencies and professional image in the community.
  22. Regularly inspect work and living spaces to ensure proper care, housekeeping maintenance, and atmosphere.
  23. Serve on agency committees as assigned by the Program Director.
  24. Respond in accordance with agency procedures to situations which require physical and/or emotional intervention with the residents.
  25. Maintain knowledge of and follow Agency policies and procedures as contained in the WCS Personnel Handbook, WCS Procedure Manual, and departmental manuals.
  26. Function as a positive role model for all residents and staff at the Waterford Country School.
  27. Maintain an awareness of and sensitivity to the cultural and socioeconomic differences present among the service population and fellow staff members of WCS, ensuring that cultural needs are respected and supported through the delivery of services and the development and implementation of agency programs and policies in a manner that is free from discrimination and bias relating to race, ethnicity, age, disability, gender, sexual orientation, status as a victim of domestic violence or religious beliefs.
  28. Practice within agency models (e.g. CARE, TCI,), supporting the therapeutic milieu at Waterford Country School for students, Agency staff, volunteers and stakeholders.
  29. Maintain access to and compliance with ethical professional standards of the discipline in which credentialed.
  30. Other duties as assigned by the STTAR Program Director.

 

Limited Telework Capability

Limited ability to work remotely in necessary circumstances as approved by a direct Supervisor, or in the event of a declared weather or other emergency. Telework should be performed in accordance with the Remote Work Policy in the WCS Personnel Handbook.

Qualifications:

Qualifications:             Master’s Degree in Social Work or related field license or license eligible preferred; 2 years of administrative experience and extensive residential program experience

Salary : $65,000 - $85,000
