JOB SUMMARY

Under general direction of a higher classified employee, responsible for the management and oversight of all aspects of new construction projects, re-development, and renovation projects, from the design phase through punch list and project closeout. Directs and manages large and complex construction projects while providing expert professional assistance to management staff in areas of responsibility, organization, standardization, and project management processes. This position will work directly with WCPARC staff, the project team, contracted architects, and contracted construction managers. Performs related work as assigned. This position is contractual for a time/project specific term.

EXAMPLES OF DUTIES

Coordinate with WCPARC staff and the design team to lead and manage the programming and design phase.

Plan, organize and direct the work of the project team, key sub-contractors and contract laborers assigned to projects ensuring follow-through and quality of work assigned.

Coordinates the construction of such plans and projects.

Work with Building department and other agencies to secure all permits and ensure all inspections are met.

Coordinate with local jurisdiction through informal site plan review process to assure the project adheres to local zoning requirements where possible.

Monitor the development of projects from preliminary design to completion. Develop, track, and monitor project estimates, budgets, and schedules.

Provides written and verbal updates on status and cost of projects to management and Commission.

Manage grants and funding sources for project to assure that funds are allocated appropriately and adhering to all requirements.

Represents the County and the department in meetings with representatives of business and professional groups, various governmental agencies, vendors, contractors, and others.

Create and maintain a networked collection of archived, PDF, and CAD as-built drawings.

Ensure construction projects are delivered on-time and within pre-established budgets; ensure timely and accurate payments are made to vendors and are documented for review for management, building authority, grant sources and auditors.

Coordinates the maintenance of records and the preparation of reports related to construction and project activities.

Prepares correspondence and other written materials.

  • Uses standard office equipment in the course of the work. Drives a vehicle in the performance of the work.

EMPLOYMENT QUALIFICATIONS

Knowledge and Skills:



Administrative principles and practices, including goal setting, program and budget development and administration and project supervision.

Construction project management and contract administration practices involving structural, mechanical, electrical plans and specifications.

Planning, organizing, and administering a comprehensive construction project.

Facilities construction, maintenance and operations materials, equipment, and techniques.

Design and programming principles.

Applicable laws, codes, and regulations.

Research, data analysis and report preparation techniques.

Computer applications related to the work.

Basic principles of accounting and financial record keeping.

Planning and directing the work of contractors where appropriate.

Interpreting, applying, and explaining complex policies, laws, and regulations.

Setting priorities, coordinating multiple activities, and meeting critical deadlines.

Using sound, independent judgment within established policy guidelines.

Reading and interpreting plans, specifications, and contracts.

Preparing clear, concise, and effective written materials.

  • Establishing and maintaining effective working relationships with those contacted in the course of the work.

LICENSE/CERTIFICATION

Possession of a valid Michigan driver's license is mandatory. Vehicle is mandatory.

Possession of a professional license or certification in one of the following areas is highly desired: landscape architecture (PLA), civil engineering, architecture (AIA), construction manager/project management profession (PMP), or other equivalent licensed design professional certification.

PHYSICAL DEMANDS

Duties require sufficient mobility to work in a normal office setting and use standard office equipment, including a computer, vision to read printed materials and a computer monitor, hearing, and speech sufficient to communicate in person or over the telephone.

Duties require sufficient mobility to respond, assess and inspect the project work site, including working around heavy equipment and/or traffic and functioning in inclement weather. Duties require sufficient mobility to move and/or transport items weighing up to 30 pounds.

These requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.

EDUCATION

Possession of a Bachelor's degree or equivalent with major coursework in project management, architecture, engineering, construction management, or a field related to the work. Possession of an appropriate advanced degree is desirable.

EXPERIENCE

Five (5) years of experience managing municipal or commercial construction projects. Experience in a public agency, specifically parks and recreation setting, is desirable.

CONTRACTURAL STATUS

The initial contract will be for a two (2) year term and may be extended if both parties agree. If a contract is awarded, the selected individual (Contractor) will be required to adhere to a set of general contract provisions which will become a part of any formal agreement. These provisions are general principles which apply to all contracts of service to Washtenaw County:
