POSITION: Utility Billing Specialist SCHEDULE: Part-Time, Permanent
31 hours/week M-F (rotating Friday's off)

HOURLY PAY RANGE: $ DOE

WHO WE ARE
The City of Washington Terrace, located in Weber County, is a City that serves approximately 9,500 residents and 100 commercial businesses. We operate a variety of public services including the following utility services: Culinary Water, Sanitary Sewer, Storm Water and Garbage/Recycling. Our goal is to make our customers life better by providing a high level of service at the lowest possible cost.
POSITION
This position works under the direction of the City Treasurer and performs customer service duties, utility bill processing and account maintenance, cash receipting and administrative duties. Applicants must be able to successfully pass a background check, to include credit check and drug screen.

The Utility Billing Specialist is expected to be self-directed while performing high detail-oriented tasks under strict deadlines and with interdepartmental coordination and cooperation.
ESSENTIAL FUNCTIONS, SKILLS, AND ABILITIES

Utility Billing
· Accurately and efficiently process cash receipting payments including in person and electronic payments. Process customer utility service applications
· Create, maintain and update records for all customer accounts
· Monitor delinquencies and collections from customers
· Process credit balances ,deposits, refunds, balance transfers, and write-offs as applicable
· Ensure timely upload of readings from data collection devices and systems
· Verify account billing for accuracy and investigate billing discrepancies
· Generate monthly utility bill statements and late fees
Administrative
· Assist with business licensing
· Create and publish the monthly City newsletter
Other
· Respond to questions, concerns & complaints at the front counter, over the phone or through email
· Ability to take initiative, working without or little supervision and begin or complete projects independently.
· Enthusiastic, confident, helpful and committed.
· Maintain strong professional and courteous working relationships with employees, city officials, and public.
· Reliability and good attendance. Must be flexible and able to cover with little or short notice.
· Performs other duties as assigned
MINIMUM TRAINING, EDUCATION, AND EXPERIENCE
Required
Ø High school graduate or equivalent
Ø Experience working in an office environment
Ø Employee is required to present themselves in a professional manner, displaying the utmost integrity, discretion, courtesy, cooperation, discipline, and behavior.
Ø Must be able to work with automated accounting and billings systems and personal computers and have a working knowledge of standard office practices and procedures, ability to operate computers, copiers etc.
Ø Answers phones as needed.
Ø Must be able to effectively communicate through written and verbal skills.
Ø Must have good time management skills to prioritize workload.
Ø Must have good cognitive and analytical skills.
Ø Must be able to handle stressful situations, quickly assess, or judge situations, and be able to make decisions under pressure in areas of responsibility.
Ø Proficient in use of 10-key calculator and computer keyboard with work experience in data entry software modules.
Ø Ability to operate a personal computer utilizing various programs including Microsoft Office and Excel to produce and compose documents
Ø Pass a criminal and credit background check
Pass a Drug Screen
Preferred
Ø Experience in accounting/cash handling
Ø Experience in customer service
Ø Caselle software experience/ experience in local government
