DSHS HCLA Social & Health Program Consultant 4

Adult Protective Services (APS) is seeking multiple team members to join us in Region 2 (Federal Way, Renton and Seattle) ! This role is pivotal in providing expert training and consultative support, system leadership, and policy guidance to APS staff across the region.

In this senior regional role, you will lead training, technology support, and quality assurance efforts for Adult Protective Services (APS) across six counties. You will provide hands-on software systems training and troubleshooting, policy interpretation, and onboarding support to investigators by managing and delivering training in the field, virtually, and in classroom settings. You’ll partner closely with APS leadership to support strategic planning, strengthen compliance and quality standards, and advance key initiatives and community partnerships. Serving as a liaison between regional staff, headquarters, investigators, and external partners, you will also participate in the Investigation Review Team (IRT) and provide oversight in specialized areas such as contracts, interpreter services, and onboarding helping drive operational excellence and coordinated service delivery across the region.

This role is mainly performed in office and in the field within Region 2. This job involves state and regional travel.

Some Of What You’ll Do

  • Be a subject matter expert in APS systems, policy and procedure, conducts training, supports investigative staff and conducts investigations.
  • Provide coaching, mentoring, on the job training, in the field and classroom, and assist new APS investigators in the transition from a formal training program to independent field work.
  • Develop and deliver comprehensive training and presentations on Adult Protective Services (APS) to supervisors and investigative staff
  • Offer informational training to APS investigators, focusing on access to protective services and making referrals to multidisciplinary teams (MDTs) and community resource groups within the region
  • Undertake Quality Assurance responsibilities by reviewing APS investigations and offer feedback
  • Collaborate with other Social and Health Program Consultants 4 (SHCP4s) to facilitate performance improvement plans and training
  • Manage assigned programs as well as special projects
  • Serve as the regional Software systems subject matter expert, providing training, technical support, and troubleshooting to APS staff and managers.
  • Develop and deliver software systems and policy training for new and existing employees.
  • Partner with leadership on quality assurance reviews, identifying casework deficiencies and training needs.
  • Coordinate and oversee assigned regional projects and programs.
  • Act as liaison between regional staff and headquarters on policy, system updates, and issue resolution for software systems like TIVA2.
  • Compile data and prepare reports to support program monitoring and management decisions.
  • Participate in regional and statewide meetings and workgroups.

Who Should Apply

One year of experience as a Social and Health Program Consultant 3 or equivalent,

Or

Two years of experience as a Social and Health Program Consultant 2 or equivalent,

Or

A master’s degree in social work, a health or social science, public administration or a related field; and four years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs,

Or

A bachelor’s degree in social work, a health or social science, public administration or a related field; and five years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.

Or

A combination of professional/practical hands-on experience of nine years, in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.

Note: A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.
