DSHS FTAA – Fiscal Analyst 4

Join our team as a Fiscal Analyst 4 within the Finance Services Division (FSD) of the Finance Technology and Analytics Administration (FTAA) in Olympia. In this role, you will partner with fiscal staff, analysts, and leadership to support critical financial operations that sustain essential programs. You will play a key role in grant management, including drawing federal funds, reconciling general ledger activity, and supporting EBT financial processes. This position also provides financial consultation, analysis, and coordination to ensure compliance with departmental standards, Office of Financial Management requirements, and Generally Accepted Accounting Principles (GAAP). Your work will directly contribute to the accuracy, accountability, and integrity of the agency’s financial operations.

Some Of What You'll Do

  • Analyze, monitor, and reconcile general ledger balances, ensuring accuracy and compliance
  • Prepare and process journal vouchers, including allocations and reallocations using financial systems
  • Generate and analyze financial reports using Enterprise Reporting and Web Intelligence tools
  • Perform complex accounting functions in support of federal programs, ensuring compliance with GAAP
  • Support federal fund draws and revenue reporting for department programs, including backup responsibilities
  • Complete weekly and quarterly reconciliations and provide grant status updates to programs and leadership
  • Provide technical guidance, troubleshoot financial issues, and recommend effective solutions

Desired skills, knowledge, and abilities:

  • Communicate effectively with internal and external partners, both verbally and in writing
  • Analyze financial data, prepare reports, and interpret results to support decision-making
  • Apply and explain accounting principles, laws, policies, and procedures
  • Establish and maintain accurate financial records and accounting processes
  • Prioritize workload, manage multiple assignments, and work both independently and collaboratively
  • Interpret complex directives and regulations with strong attention to detail
  • Utilize and build proficiency in financial systems such as the Agency Financial Reporting System (AFRS), Automated Client Eligibility System (ACES), Treasury Management System (TMS), Grants Management System (GMS), Automated Standard Application for Payments (ASAP), Payment Management System (PMS), Food Programs Reporting System (FPRS), and reporting tools.

Who should apply?

We are seeking professionals who meet one of the following:

  • A Bachelor’s degree that includes at least 18 quarter or 12 semester hours in accounting, auditing, or budgeting, and three to four years of relevant professional experience OR
  • An equivalent combination of education and/or professional experience totaling seven or more years

Notes

  • Professional experience may substitute for education; however, it does not substitute for the required accounting credit hours.
  • A Master’s degree in a financial-related field or certification as a Certified Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant may substitute for professional experience.

Additional information:

  • Work schedule: 8:00 AM - 5:00 PM, Monday through Friday.
  • This is a project position with an anticipated duration of approximately 12 months.
  • This is a hybrid telework position requiring a minimum of one day per week in the office, or as business needs dictate.
