The Opportunity

Join the Office of Nutrition Services (ONS) within the Division of Prevention and Community Health (PCH), a statewide leader in providing culturally sensitive nutrition programs that support healthy starts, healthy choices, and improved access to services. ONS delivers impactful nutrition services to over 300,000 Washington residents annually through major grants such as WIC, BFPC, FMNP, SNAP-Ed, and the Fruit & Vegetable Incentive Program (FVIP).

This role serves as the Health Services Consultant Specialist for the Fruit & Vegetable Incentive Program (FVIP) and the WIC Farmer’s Market Nutrition Program (FMNP), with direct supervisory oversight of five staff.

Key Responsibilities

  • Lead, supervise, and mentor staff in the FVIP and FMNP units.
  • Oversee planning, implementation, and evaluation of grant deliverables.
  • Manage key constituent relationships and partnerships.
  • Secure match requirements and pursue additional grant funding opportunities.
  • Ensure compliance with funding mandates and program integrity standards.

Expectations And Responsibilities

You will build and maintain strong collaborations within the Department of Health, across state agencies, and with health systems and community-based organizations. You’ll monitor performance, guide program improvements, align deliverables with grant requirements, and ensure accountability and consistency across program operations. Reporting to the Program Integrity and Vendor Management Section Manager, you will help drive program integrity and excellence at every step.

Location and Flexibility

We value work-life balance and offer the convenience of remote work with occasional in-person collaboration opportunities. Attending events or working In-office is rarely required and would be scheduled in advance. This is a remote/home-based position available to applicants residing anywhere in Washington State, as well as those living near the Oregon/Washington border and the Idaho/Washington border.

Required Qualifications

Experience may have been gained through paid or unpaid activities. While “Preferred Experience” is not required, these skills or experiences can help you stand out as a candidate.

Option 1: Bachelor’s degree or higher in social services, public health, public administration, business administration, or related field AND Three (3) or more years of full-cycle project/program management experience overseeing cross-functional projects, ensuring timelines, budgets, and objectives are met in a public health setting.

Option 2: Five (5) more years of full-cycle project/program management experience overseeing cross-functional projects, ensuring timelines, budgets, and objectives are met in a public health setting.

Both options will include experience in all of the following:

  • Two (2) or more years of experience supervising professional staff or serving as a team lead, including developing work plans, setting direction for work, coordinating work along team members, monitoring performance, and giving feedback to team members.
    • Experience developing and managing contracts or grants that address food insecurity within underserved populations by collaborating with farmers' markets or supermarket chains to increase access to healthier foods.
  • Two (2) years of experience with state and federal financial regulations, particularly as they pertain to public sector grants, contracts, or budgeting.
  • Experience will include practical computer skills using MS Suite, MS Excel for spreadsheet tasks, database management, MS Word for document creation and formatting, and Microsoft Outlook or similar email systems for electronic correspondence. PowerPoint to create training materials and communications.
Preferred/Desired Knowledge, Skills, Abilities, And Experience

  • Two years’ experience working with and managing a large (more than 5 million dollars) federal grant.
  • Two years’ experience in developing public health strategies to increase access to healthy foods among disparately affected populations.
  • Two years’ experience working with grocers on point-of-sale systems to increase access to healthy foods.
  • Experience presenting to national food and nutrition experts.
  • Experience in developing food is medicine prescription initiatives.
  • Experience seeking and procuring funding sources
  • Experience working with the Supplemental Nutrition Assistance Program (SNAP).
  • Experience providing program support to grocery stores in at least one of the following: Point of Sale Systems, SNAP/WIC, OR DSHS SNAP partnership
  • Experience in identifying and resolving financial discrepancies and developing solutions to improve budget efficiency.
  • Experience in analyzing financial data, forecasting, and preparing detailed budget reports.

Conditions Of Employment
