Job Description

Minimum Qualifications:

High school diploma or G.E.D with a minimum of 2 years formal training towards the completion of a degree or certificate in an electrical, electronic, or mechanical field of study, or completion of technical military ¿A¿ school in an electrical, electronic, or mechanical field of study.


A minimum of five (5) years of experience in rapid transit car equipment maintenance or experience as an instructor in a related technical field is required. Advanced training or degree in electrical, electronic or mechanical engineering technology or certification from a military electronics or technical ¿C¿ school is desirable. Training, teaching, or coaching experience is also desirable but not required.

License:

Possession of, or the ability to rapidly obtain a District of Columbia, Maryland or Virginia Motor Vehicle Operator's License issued from jurisdiction of residence.

Medical Group:

Ability to satisfactorily complete the medical examination for this job. The employee must be able to perform the essential functions of this job either with or without reasonable accommodation(s).

Mission Essential Designation:

In accordance with the Washington Metropolitan Area Transit Authority¿s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary/Duties:

The instructor in this class is responsible for the development, implementation and presentation of required car equipment and rail-borne support equipment maintenance courses. The incumbent instructs in both classroom and hands-on situations and evaluates student progress throughout the training program. This is a technical rapid transit car and rail-borne support equipment training instructor position.

Develops and implements a comprehensive transit car and rail-borne equipment maintenance training program for Car Maintenance (CMNT).

Conducts classroom and practical field maintenance training for all maintenance mechanic and supervisory level personnel of CMNT, demonstrates with applicable test instrumentation correct car equipment maintenance procedures and evaluates student performance in the program. Certifies that employees have successfully completed required training program and are qualified to operate specific equipment and perform their duties.

Consults with supervisory level personnel to determine effectiveness of training and compliance with prescribed maintenance procedures. Makes appropriate recommendations for additions or deletions to the training program.

Consults with Authority engineers and contractors to identify, where necessary, outside training courses, aids and other resources needed to improve the training program and collaborates with the different departments and other Authority offices in the preparation of training manuals.

Uses a multi-facetted training approach, which could include, lecture, demonstration, hands-on, mock-ups, visual aids, and student testing.

Prepares and maintains current configuration training aids, charts, view-graphs, equipment simulators and mock-ups. Coordinates the availability of classroom space, mock-ups, and visual aids with the time and place of the specific training programs.

Conducts compliance courses such as Blood borne Pathogens, Fatigue Management and Terrorist Threat Training.

Develops and administers promotion tests and reference guides for the Car Maintenance Department. Also is available for review of the promotional test results with affected individuals.

Develops and administers vacancy testing for prospective employees in coordination with Human Resources.

Reviews contract deliverables in coordination with the Power Department and the designated Contracting Officer¿s Technical Representative (COTR). This includes evaluating the materials for completeness, adherence to the specification, and applicability to Authority¿s Equipment.

Monitors and evaluates contractor training for new equipment or specialized technical procedures to ensure the contractor meets the contract specifications.

Adapts and integrates contractor-provided materials in to current training courses.

Supervises trainees while they are in training. This includes ensuring compliance with WMATA directives, standard operating procedures, safety and operating rules, time accountability, and complaint resolution. May recommend trainees for commendations or disciplinary action as appropriate. Represents the department on various standing and ad hoc committees, as required.

Maintains a current knowledge of modifications, changes and redesign of rapid transit car equipment systems and implements these changes into the training program in a timely manner.

Assists in other training programs where overlap or intersection occurs.

Researches and prepares technical and administrative reports in support of the operation.

Acts as an expert witness for the Authority in litigation.
