About The Opportunity

The Tax Roll Administration (TRA) Supervisor leads the Tax Roll Administration team within the Tax Division of the Department of Assessment & Taxation. This group is responsible for calculation of the annual tax roll as well as ongoing tax roll maintenance. This group performs data entry, maintains accurate and up-to-date records of property tax accounts, and works with tax districts on filings. TRA is the lead technical group for the Department of Assessment & Taxation and works closely with Information Technology Services on maintenance and enhancement of the database used for appraisal and tax collection.

The TRA team works across the Department of Assessment & Taxation, coordinating with multiple work groups and participating in shared workflows with Appraisal, Cartography, and Tax Collections. The TRA Supervisor manages projects within the Department of Assessment & Taxation and collaborates on projects with other County departments and outside agencies, such as the Oregon Department of Revenue. The TRA group is responsible for system administration functions and for managing reporting and other outputs from the property tax database. This team identifies and resolves data integrity issues prior to tax roll calculation and ensures that the Division maintains compliance by meeting the deadlines outlined in statute.

During the tax collection season, the TRA group supports the Tax Collection team in customer service and payment processing.

This position is responsible for recruiting personnel, as well as the training, coaching, mentoring, evaluation and discipline of staff within the Tax Roll Administration group.

This position reports directly to the Tax Division Manager.

  • Conversant with relational database concepts and terminology; familiarity with schemas, tables, data relationships, and operations sufficient to perform assigned duties.
  • Knowledgeable about State and local laws, procedures, and regulations governing the preparation and maintenance of property tax assessment rolls and tax collection.
  • Able to work quickly, multitask, meet frequent deadlines, prioritize, and have strong organization, time management and problem-solving skills.
  • Able to adjust seasonal work plans and priorities to accommodate changes.
  • Organized and able to access needed information in an efficient manner.
  • Demonstrates a solution-oriented mindset, leverages collaboration and individual strengths to drive innovative outcomes.

Minimum Qualifications

Education and Experience:

  • Equivalent to a Bachelor's Degree from an accredited college or university with major course work in accounting, business administration, public administration, computer science, or a related field that provides the required knowledge, skills, and abilities; AND Three (3) years of increasingly responsible work experience in administrating computer databases and data entry; developing spreadsheets and database reports, and operational analysis including at least one (1) year of supervisory experience.
