THE POSITION

The Department of Housing Services is recruiting for a Senior Occupancy Specialist to support the Regional Long-term Rent Assistance (RLRA) program within the Rental Assistance Division and assist with the organization of key functions to bolster our work of providing housing stability in Washington County.

The Senior Occupancy Specialist ensures the required administrative functions of housing programs are completed efficiently and effectively by coordinating the activities of a voucher-specific team and performing tasks with the highest level of complexity. The Occupancy Specialist positions are the housing case managers responsible for eligibility review, rent calculation, providing strong communication skills with a strong understanding of landlord tenant laws, lease agreements, and housing quality standards, providing supportive services, resources, compliance and other aspects of human services.

The Department of Housing Services (including the Housing Authority of Washington County) is an innovative organization responsible for rent assistance, affordable housing development, and homeless services programming across our community. This position may be eligible for a hybrid work schedule after initial onboarding and is subject to department need.

An ideal candidate(s) will have skills and understanding about leadership, 'big picture' assessment of programs, developed organization skills, the ability to mentor, work in a self-driven direction, perform analysis of workflow systems, and provide recommendations with solutions for improvement to management. They will be well versed on conducting quality reviews and audits of client and computer files and reports, inspection reports, and other important Housing documentation.

Minimum Qualifications

Education and Experience:

  • Possession of a high school diploma or equivalent; AND
  • Three (3) years of work experience in housing programs, case management, residential services, or other social services.

Additional Licenses, Certificates, Physical Abilities And Specialty Requirements

  • Possession of a valid driver's license and an acceptable driving record per Washington County Policy.
  • Possession of Certification in the Housing Choice Voucher (HCV) Program through Nan McKay; OR Certification as a Specialist of Occupancy – Housing Choice Voucher (CS)-HCV) through the National Association of Housing and Redevelopment Officials (NAHRO).

Selection Process

  • Minimum Qualifications (MQ) Review: Human Resources will screen applications for MQs beginning the week after the posting closes. Additional preferred qualifications screening may be applied depending on the number of applications received. The timeframe to review will be the week of November 23, 2025.
  • Subject Matter Expert (SME) Review: Your responses may be evaluated and scored by a panel of subject matter experts. Your total score for this examination will affect your placement on the eligible list (a list of candidates eligible for interviews). This process will begin the week of November 30, 2025 and may take up to 2 weeks.
  • Panel Interviews: Generally, the top 6 – 8 candidates will be invited to participate in a panel interview.
  • Conditional Offer: The top candidate will be required to successfully clear a third-party background check and driving check as pre-employment conditions.
