THE POSITION

The Department of Housing Services is recruiting for an Occupancy Specialist II to support the Rental Assistance Division and assist with the organization of key functions to bolster our work of providing housing stability in Washington County.

This position will help the federal vouchers program, including but not limited to Housing Choice Vouchers (Section 8), Veteran Affairs Supportive Housing, and Mainstream vouchers serving low-income households in Washington County. The Occupancy Specialist II positions are the housing case managers responsible for eligibility review, rent calculation, balancing strong communication skills with a strong understanding of landlord tenant laws, lease agreements, and housing quality standards, providing supportive services, resources, compliance and other aspects of human services.

The Department of Housing Services (including the Housing Authority of Washington County) is an innovative organization responsible for rent assistance, affordable housing development, and homeless services programming across our community. The Housing Authority of Washington County is a Moving to Work (MTW) agency utilizing federal and regional funds for rental subsidies. This position may be eligible for a hybrid work schedule after initial onboarding and is subject to department need.

An ideal candidate will have experience screening and supporting eligibility for social services programs. They will also demonstrate ability to participate in inter-agency efforts to support individuals with specific barriers to successful housing. They will have a flexible and well-articulated customer service outlook that includes the ability to communicate effectively with internal and external customers, and community partners. This position requires a high level of transactional work product with the ability to follow guidance and reference policy for back up support. Organization skills and the ability to pivot in a fast-paced customer-centric environment and work with the public in person, through email , and over the phone to support participation and application to housing programs, are essential in this position .

Minimum Qualifications

Education and Experience:

  • Possession of a high school diploma or equivalent; AND
  • One (1) year of work experience in housing programs, case management, residential services, or other social services.

Additional Requirements

  • Must pass a criminal background check post-offer.
  • Possession of a driver's license valid in the State of Oregon and an acceptable driving record per Washington County Policy.

Selection Process

  • Minimum Qualifications (MQ) Review: Human Resources will screen applications for MQs beginning the week after the posting closes. Additional preferred qualifications screening may be applied depending on the number of applications received. The timeframe to review will be the week of November 23, 2025.
  • Subject Matter Expert (SME) Review: Your responses may be evaluated and scored by a panel of subject matter experts. Your total score for this examination will affect your placement on the eligible list (a list of candidates eligible for interviews). This process will begin the week of November 30, 2025 and may take up to 2 weeks.
  • Panel Interviews: Generally, the top 6 – 8 candidates will be invited to participate in a panel interview.
  • Conditional Offer: The top candidate will be required to successfully clear a third-party background check and driving check as pre-employment conditions.
