Assistant County Auditor I
MINIMUM QUALIFICATIONS:
- High school diploma or GED plus 2 years of accounting/finance experience;
- Understanding of basic accounting/auditing principles and processes;
- Firm commitment to confidentiality;
- Excellent verbal and written communication skills;
- Advanced knowledge of Office Suite products;
- General knowledge of functions and authority of a county government system required;
- Self-motivation and organizational skills a must.
PREFERRED QUALIFICATIONS:
- Bachelor’s Degree in Accounting/Finance; or Associates Degree plus 2 years of Accounting/Finance experience;
- Previous experience in a county governmental entity or similar setting.
KNOWLEDGE, SKILLS, and ABILITIES:
- Knowledge of pertinent federal, state and local laws, codes and regulations.
- Knowledge of government accounting and other finance related areas.
- Knowledge of generally accepted accounting practices and principles.
- Knowledge of basic audit standards, procedures and techniques required to perform audits.
- Principles of local, state federal procurement laws.
- Ability to comprehend and interpret policies, procedures, laws, regulations and guidelines.
- Ability to maintain concentration and follow through with assignments.
- Knowledge of budgeting techniques, basic mathematical calculations, detail oriented.
- Ability to analyze and interpret data.
- Skills in operating a personal computer and utilizing Excel and Word software. Experience with Tyler Incode 10 a plus.
- Ability to exercise judgement, decisiveness and creativity required in sometimes stressful situations.
- Ability to work effectively with other department managers, employees, and Commissioners Court in a pleasant, professional manner.
- Ability to communicate in person, by telephone, in writing and electronically, to interact in a professional, respectful and effective manner with the general public, elected and appointed officials of the County and other organizations, and other County personnel.
SUPPLEMENTAL INFORMATION:

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Monitor, balance and reconcile specific funds, budgets and accounts for proper presentation of financial statements and general ledger.
- Review and analyze data entry relating to accounts payable, general ledger, and payroll.
- Knowledge of payroll and timekeeping system in order to review and approve payroll.
- Monitor grant administration and financial reporting.
- Monitor Chapter 59 Asset Forfeiture funds and financial reporting for District Attorney and County Sheriff.
- Develop audit plans and assist with performance of audits and reviews under the direction of the County Auditor.
- Assist in developing the annual budget, monitor actual revenues and expenditures, and establish and review budget transfers and amendments along with journal entries.
- Provide budgetary and payroll support and assist County officials with proper accounting procedures and compliance with State statutes, County and grant policies and procedures.
- Maintain and prepare timely and accurate financial reports, schedules and work papers for Commissioner’s Court, External Auditor, and others as required.
- Assist County Auditor, along with External Auditor, in preparing the Annual Comprehensive Financial Report for Certification by Government Finance Officers Association.
- Monitor month and year end closing schedules and monthly reports for accuracy and compliance for all departments.
- Attend Commissioners’ Court or other meetings in the absence of the County Auditor.
- Maintain physical inventory of fixed assets for county departments, including detail schedules and Incode fixed asset software program.
- Assist County departments with inventory at year end.
- Assist with on-line auction of county inventory.
- Provides clerical support to the department by data and information system entry, maintenance of files, ledgers and records, updates under supervision, assists with record storage and destruction schedules;
- Act as liaison to other departments to resolve financial related issues.
- Travels to other work sites and reviews documentation, offers support, and conducts cash counts.
- Assist county offices and departments with formal procurement procedures and purchase order processes.
- Assist with the preparation of bids, RFPs and RFQs.
- Facilitates internal review and training of the County’s purchasing policy to County Officials and other authorized personnel who may make purchases for the County.
- Review the County’s purchasing policy and identify procurement processes to be improved or made more efficient.
- Supports County policy and procedures.
- Responds to questions and requests of the department, as needed.
- Related special projects and other duties as assigned.
- Regular attendance and timeliness is required.
- Additional job duties as assigned by the supervisor within the scope of the department.
