This is a Program Trainer position in a Financial Assistance Unit working with cases entered and managed in MAXIS and MEC2. This position is responsible to train and guide staff in determining eligibility and ongoing case management for families programs in Washington County. Programs include MFIP, SNAP, Child Care Assistance, Emergency Assistance and MAXIS Health Care programs.

DESIRABLE EXPERIENCE:
  • Experience interacting with and providing services to individuals from a variety of cultural and ethnic backgrounds
  • Production experience in MAXIS determining eligibility for Families programs, including MFIP, SNAP, CCAP, Emergency Assistance and MAXIS Health Care
  • Experience training others in the administration of Minnesota public assistance programs
  • Leadership experience
  • Experience managing performance measurements through case reviews
  • Experience managing statistics through Excel, Sharepoint or Access
  • Public speaking
  • Experience reviewing and completing State Agency Appeal Forms, gathering supporting data to support county decisions and orally presenting information to an appeals judge.


SELECTION TECHNIQUE: Your training and experience will be rated based on the required application material submitted and the top scoring candidates will be forwarded to the hiring department for further consideration.

HOURS / DAYS: 8:00 a.m. - 4:30 p.m., Monday-Friday. Work schedules (hours and days) and location are subject to change based on department needs.

ANTICIPATED HIRING RATE: $31.06 - $42.36 Hourly

Right to work PosterThe Economic Support Program Specialist serves as a policy expert to ensure compliance with county, state, and federal program guidelines and assists in meeting departmental goals and outcomes in multiple public assistance programs.

MINIMUM QUALIFICATIONS: This position requires four years of full-time work experience as a public assistance eligibility specialist or equivalent.  A Bachelor's degree may substitute for up to one year of required eligibility specialist experience.

PREFERRED QUALIFICATIONS: A Bachelor's degree is preferred.

• Design, coordinate and provide specialized training and orientation to staff;
• Document and report staff progress to supervisors;

• Provide leadership, team development, and case consultation to staff;
• Assign and schedule work, mentors and develops staff;
• Participate in the selection and hiring of staff;
• Review work of staff to ensure program compliance; 
• Complete and respond to quality control and assurance reviews; 
• Assist the supervisor in the day-to-day management of work;
• Provide work direction in absence of supervisor;
• Work with stakeholders to understand and resolve program concerns and complaints;
• Evaluate designated programs, policies and procedures to improve or enhance operations;   
• Coordinate statistical report preparation;
• Evaluate legal and case records, client statements, risk factors, regulatory and statutory   requirements to help guide determinations, uphold agency actions in appeals or present the County's positions in administrative/court hearings and functions;
• Collaborate with county and state staff in the on-going development and improvement of technology;
• Manage access to technology systems; and
• Serve on internal and external committees and multi-disciplinary teams.

WORK ENVIRONMENT 

Work is sedentary in nature performed within the Government Center and satellite offices. Continuous contact with the public, other staff and other agencies. Lifting requirement of 20 pounds on an occasional basis. Wrist and finger manipulation due to filing, compiling, calculating, or computer work.  Equipment used will include computer, typewriter, calculator, telephone, copy/fax machine and others.  Exposures may include but be not limited to disagreeable odors, communicable diseases, bodily fluids, difficult and challenging behaviors.  Additional physical/mental requirements that occur may not be listed above, but are inherent in performing the position's essential functions.
