Job Title: Treatment Plant & System Supervisor (BCWS)

Position Type: Full time, Hourly

Reports to: Manager of Operations

Work Schedule: Varied working hours for 7 days a week, 24 hours a day operation, including some holidays. Overtime as needed.

Summary/Objective

To plan, coordinate, and supervise the efficient operation and maintenance of the water treatment plant and distribution system. Ensures compliance with state and federal regulations, maintains accurate records, and promotes safe, effective operations while fostering high morale and productivity among staff.

  • Oversees and participates in the operation and maintenance of the water treatment plant and distribution system in accordance with all regulatory standards.
  • Ensures compliance with federal, state, and local regulations and reporting requirements.
  • Maintains strong relationships with regulatory authorities.
  • Monitors and directs operation of equipment including pumps, valves, filters, chemical feed systems, and SCADA systems.
  • Ensures adequate water supply for residential, industrial, and agricultural use.
  • Reviews operational data, logs, reports, and system performance to ensure efficiency and compliance.
  • Performs and oversees all required sampling, testing, and analysis for water treatment plant and distribution system.
  • Supervises, schedules, and assigns personnel to ensure proper plant and system operation.
  • Provides training, guidance, and performance evaluations for staff.
  • Promotes safe work practices and ensures compliance with safety policies and procedures.
  • Coordinates shift coverage and ensure continuity of operations.
  • Performs routine maintenance on building, grounds, and equipment as may be required.
  • Oversees distribution system activities include repairs, leak detection, service connections, and emergency response.
  • Ensures proper procedures for standard and non-standard operations, maintaining system integrity.
  • Investigates customer complaints and resolves service issues.
  • Coordinates and participates in emergency response actions for equipment failures, outages, or system disruptions.
  • Prepares and reviews required reports including operational, regulatory, and laboratory reports.
  • Assists in budget preparation and recommends equipment, supplies, and improvements.
  • Maintains inventory of chemicals, supplies, and equipment.
  • Communicates with regulatory agencies, customers, employees, and the public as needed.
  • Keeps management informed of operational issues, personnel concerns, and system needs.
  • Coordinates with other departments and external agencies as required.
  • Responds to emergencies and participates in on-call and standby duties.
  • Keeps familiar with Emergency Planning and Community Right-to-Know Act (EPCRA) reporting on hazardous and toxic chemicals, found or used in the work area.
  • Works according to safety standards and polices adopted by Warren County Water District, is responsible for his or her own safety, and reports all incidents to his or her supervisor.
  • Complies with all local traffic laws, regulations, and safe practices while operating any company vehicle.
  • Other duties as assigned.

Competencies

  • Strong knowledge of water treatment and distribution system operations.
  • Knowledge of supervisory practices, employee performance management, and training methods.
  • Ability to interpret regulations, policies, blueprints, and system maps.
  • Mechanical and technical aptitude related to plant and system equipment.
  • Proficiency with computers, SCADA systems, and recordkeeping software.
  • Strong communication and interpersonal skills.
  • Ability to manage multiple tasks and respond effectively to emergencies.

Reporting relationships

  • Reports to: Manager of Operations

Work environment

  • This position requires varied working hours for 7 days a week, 24 hours a day operation.
  • Must be able to work outdoors in all weather conditions.
  • Must be able to work a forty hour workweek plus any extra time the position demands along with standby duty.

Physical demands

Lifting up to 50 pounds may be required.

Travel Required

Some travel in and around the system will be required. Must be willing to attend courses related to work.

Education And Experience

  • High school graduate or equivalent.
  • Must complete all courses of Division of Water training and obtain Water Treatment Plant Class III-A and Distribution Operators License Class III-D.
  • Three years distribution system experience and one year experience in water treatment system operations and maintenance.

Additional Eligibility Requirements

  • Must possess and maintain a valid driver’s license.
  • Must be willing to obtain First Aid/CPR certification upon employment.
