What are the responsibilities and job description for the Public Service Specialist position at Warren County, KY Property Valuation Administrator?
Who we are
The Warren County PVA's Office values all property in Warren County. Section 172 of the Kentucky Constitution requires us to assess property at 100% of its fair cash value, and we take seriously the trust the public places in us to do that fairly and consistently. We are a small office that leans on technology to do more with less, and we expect everyone here to bring initiative and care to the work.
Who we're looking for
We're hiring a Public Service Specialist to be one of the first faces and voices of our office. Property owners, real estate agents, appraisers, attorneys, other government offices, and the general public come to us every day by phone, by email, and in person. You'll be the one who helps them find answers.
This position carries real responsibility. As a Deputy PVA, you will be deputized to act with official authority on property valuation matters, so the people you help need to be able to trust what you tell them.
The reality of the job
This is a high-interaction, high-responsibility position. You'll often help people while they stand a few feet away, watching your screen and waiting for an answer. Some will be frustrated, confused, or stressed because their property value changed. The right person can:
- Stay calm, kind, and professional in difficult conversations
- Multitask without sacrificing accuracy
- Explain complicated things in plain language
- Treat everyone fairly and consistently, even when it's uncomfortable
- Get the answer right the first time
This isn't a job for everyone. For the right person, it's deeply meaningful public service.
What matters most to us
- Integrity: You do the right thing even when nobody's looking.
- Service: We serve the public, and you treat every person who calls or walks in as a neighbor.
- Composure: You stay steady and precise when the pressure is on.
- Ownership: You don't need your hand held. You follow through and own your mistakes.
- High agency: You figure things out, make good decisions, and look for better ways to work.
What you'll do
- Answer phone calls and respond to emails from the public, real estate agents, appraisers, and other professionals
- Help people locate property information, records, and maps
- Review and update property information in our database, including information from deeds
- Explain property assessments, value changes, and the Kentucky laws around property valuation
- Help property owners with homestead, disability, and other exemption forms
- Assist other government offices, such as the County Clerk's and Sheriff's offices
- Keep confidential information safe
- Other duties as assigned
What helps
- Customer service experience, especially in a busy or high-pressure setting
- Experience in real estate, title, appraisal, insurance, banking, or legal work
- Strong attention to detail and comfort with data entry
- Clear, friendly communication in person, on the phone, and in writing
- Comfort with technology and willingness to learn new tools
Training and growth
The PVA's Office is happy to train the right person. If you don't know much about property valuation yet but you have the right attitude and want to serve, that's what matters most to us. You'll learn how property is valued in Kentucky, the laws behind it, and how our systems work, with classes and hands-on training along the way.
Schedule
- Full-time, Monday to Friday, 8:00 AM – 4:30 PM
- In person at our Bowling Green office; this is not a remote job
- Occasionally an evening event, plus a couple of annual trainings that may require travel
Extra credit
Want to stand out? Email our office's general inbox, listed on our website at warrenkypva.com, and tell us in a few sentences about a time you helped someone who was frustrated or upset. What happened, and how did you handle it? It's optional, but applicants who send one get a closer look.
