Job Duties
Under direction, independently develops new &/or modifies existing application programs using J2EE (e.g., Java Servlet, JSP, JavaScript, HTML & SQL for IBM DB2) in IBM WebSphere WSAD & RAD environments relative to Patient Care System (PCS) & Pharmacy Systems for Ohio Department of Mental Health (ODMH): involves in the complete life cycle of application development & maintenance, writes, modifies, documents, tests, debugs & maintains existing programs in Struts-framework using IBM workplace E-forms along with Spring & Hibernate frameworks using CVS for version control. Uses logging, exception handling, transaction management, cashing of data, property files, Java APIs and follows coding standards of ODMH.
Independently analyzes & designs computer systems in connection with programming assignments: analyzes software/hardware alternatives; prepares documentation/flow charts/status reports; conducts feasibility studies & performs analyses; makes recommendations to higher level personnel & system users; writes documentation, develops test data, monitors test results & designs database files; prepares programs to run on systems in accordance with set standards. Provides technical advice/assistance/training for Central Office staff on computer related projects & provides technical assistance to Office of Information Services (OIS) Resource Center: troubleshoots issues/problems/questions relating to J2EE Web applications; provides training on the applications; assists users with information, technical assistance & software/hardware upgrades & installation; assists hospital information analysts with programming problems & designing of procedures for Office Automation Systems; performs related computer services (e.g., attends seminars on data processing topics, maintains applications & hard copy files)
Minimum Qualifications
Completion of associate degree program or undergraduate core program in computer science which included at least one course in each of following: fourth generation language (e.g., SUPRA, SAS, MANTIS), high-level computer language (e.g., COBOL), assembler language, systems analysis & design, telecommunications programming, computer laboratory involving hands-on operation of computer hardware & peripheral equipment, computer programming, structured programming techniques, flowcharting, numerical analysis & algebra or comparable mathematics; 1 course or 3 mos. exp. in relational database (e.g., DB2, IMS); 1 course or 3 mos. exp. in command level (e.g., CICS); 1 course or 3 mos. exp. in data & file structures (e.g., lists, trees, graphs, searching & sorting); 12 mos. additional trg. or 12 additional mos. exp. in writing &/or modifying, testing & debugging full range of computer programs (i.e., simple to complex & small to large) using high-level computer language. -Or 6 mos. exp. as Programmer/Analyst 3, 64113. -Or equivalent of Minimum Class Qualifications For Employment noted above.

Knowledge of high-level language computer programming; computer systems analysis & design; computer hardware systems; algebra. Skill in operation of computer terminal & peripheral equipment (e.g., printers, modems). Ability to interpret variety of technical computer manuals & documentation; write computer program & system documentation & instruction manuals; communicate verbally on technical & non-technical matters; gather, collate & classify information about data, people or things; cooperate with others on group projects; move limbs/fingers easily to perform manual functions repeatedly.
