What You'll Be Doing
Wake County's Department of Housing Affordability and Community Revitalization is looking for a seasoned Equitable Housing and Community Development Division Director with experience in affordable housing development and/or finance as well as community development administration experience.
The EHCD Division Director will lead strategic initiatives, oversee program execution, support compliance and regularly engage stakeholders to advance housing affordability in Wake County.
Essential functions:
Lead administration of Division programs that expand and preserve affordable housing, including development, preservation, land disposition, homeowner rehabilitation and homebuyer assistance
Direct EHCD Division planning, coordinate staff to achieve strategic goals, monitor performance, implement improvements and ensure compliance with all federal, state and local regulations compliance
Collaborate with HACR Divisions and County departments to build partnerships and integrate services
Represent the department at stakeholder engagements and present Division programs to elected officials, the public, and other groups
Develop and manage stakeholder relationships with developers, nonprofit organizations and community groups to foster collaboration and create new resources for affordable housing
Support annual reporting and planning processes, including the Housing Report, CAPER and Consolidated Plan
Oversee management of an extensive loan portfolio

As the population and economy continue to grow in Wake County, the need for affordable housing development and preservation increases. Not only do more units of affordable housing need to be built, housing services must be provided to support families and individuals to access or maintain safe, decent, affordable housing. The Equitable Housing and Community Development (EHCD) Division leads efforts in affordable housing development, preservation, homeownership and neighborhood revitalization. It administers key initiatives leveraging local and federal dollars such as the Affordable Housing Development Program, the $61 million Wake Affordable Housing Preservation Fund and new municipal partnerships and homeowner rehab programs.
The Basics (Required Education and Experience)
Bachelor's degree in Human Services, Health or related field
Six years of housing affordability development and administration experience including at least two years of supervisory experience
Equivalent education and experience are accepted

Beyond the Basics (Preferred Education and Experience)
Graduate Degree in Real Estate, Finance, Public Administration, Business, Urban Planning or related field
Seven years of experience in affordable housing and community development
Prior management and leadership experience
Experience working with HUD entitlement grant funds
Experience with Low Income Housing Tax Credits
