We are seeking a Learning and Development Specialist to design, coordinate, deliver, and evaluate employee training programs that build workforce capabilities, strengthen technical skills, and improve organizational performance. This role supports onboarding, career development, leadership and professional development, apprenticeship programs, licensing and certification preparation, cross-training, and technical training for Operations and Maintenance teams.

We are seeking a Learning and Development Specialist to design, coordinate, deliver, and evaluate employee training programs that build workforce capabilities, strengthen technical skills, and improve organizational performance. This role supports onboarding, career development, leadership and professional development, apprenticeship programs, licensing and certification preparation, cross-training, and technical training for Operations and Maintenance teams.
Key Responsibilities
- Develop and implement employee learning and talent development programs using adult learning principles and effective training methods.
- Coordinate technical and non-technical training programs, including schedules, instructors, employee registration, completion tracking, and learning activities.
- Support apprenticeship programs and coordinate instructors, training schedules, records, and related activities.
- Assess training needs and employee feedback to improve leadership development, career development, mentoring, knowledge transfer, change management, onboarding, technical training, and cross-training programs.
- Provide one-on-one coaching and mentoring to employees preparing for licensing and certification examinations.
- Deliver classroom, hands-on, small-group, one-on-one, and recurring technical training for Operations and Maintenance employees.
- Develop, update, and maintain training materials, job aids, presentations, assessments, curricula, SOP-related resources, and other learning materials.
- Support technical training covering operations, maintenance, facilities, process modules, SOPs, and other operational requirements.
- Maintain accurate employee training records and learning data within HR and learning management systems, including ADP Workforce Now and related tracking tools.
- Organize and maintain training resources and technical documentation in SharePoint or other approved systems.
- Evaluate training results and participant feedback, analyze data, and recommend improvements to training programs and delivery methods.
- Identify appropriate subject matter experts and coordinate internal and external instructors for technical and non-technical training.
- Connect individual training activities with learning plans and talent development objectives while evaluating knowledge and skills gained.
- Assist with external training vendors, contracts, and training resources.
- Work independently, prioritize multiple assignments, use sound judgment, and follow through on issues requiring attention.
- Provide backup support to the Learning and Talent Development leadership team as needed.
- Promote safe work practices and health awareness while performing training and related responsibilities.
- Bachelor's degree in Business, Human Resources, Education, Training, Organizational Development, or a related field preferred. Two years of college or equivalent technical training may be considered with relevant experience.
- Approximately 5 years of experience in learning and talent development, HR, technical training, wastewater operations or maintenance training, or a combination of relevant education and experience.
- Demonstrated experience designing, coordinating, and delivering adult learning programs through classroom, hands-on, individual, and group training.
- Strong knowledge of adult learning principles, training facilitation, presentation techniques, and instructional methods.
- Experience with HR management systems, learning management systems, ADP Workforce Now, SharePoint, content creation tools, and intermediate to advanced Microsoft Office applications.
- Strong organizational, project management, analytical, research, problem-solving, and multitasking skills.
- Ability to independently manage multiple projects, organize training data, prioritize assignments, and meet deadlines.
- Strong interpersonal, communication, collaboration, and relationship-building skills with employees, supervisors, subject matter experts, and external consultants.
- Ability to influence, coach, mentor, and support employee development.
- Strong attention to detail when maintaining training records, technical content, documentation, and program information.
- Professionalism and ability to handle sensitive and confidential information.
- Strong written communication skills and ability to develop clear training and learning materials.
- Relevant certifications such as a Virginia Wastewater Works license, ABC Plant Maintenance Technologist, SHRM-CP, ATD-CPTD, or similar credentials are preferred.
- Must demonstrate initiative, strong work ethic, teamwork, proactive problem-solving, and an interest in improving processes and efficiency.
- Must be able to follow applicable safety requirements and use required personal protective equipment when working in operational environments.
Salary : $80,000 - $120,000
