Job Title : Human Resources Manager (Bilingual in Mandarin)
Job Summary :
We are seeking a seasoned HR Manager to lead and manage our human resources department. The ideal candidate will have a proven track record in enacting and enforcing company policies, ensuring compliance with labor laws and regulations, and managing full-cycle recruitment processes. This role requires strong leadership skills, excellent interpersonal abilities, and a commitment to fostering a positive and productive workplace culture.
The HR Manager will support the full scope of Human Resources responsibilities and partner with the organization on strategic initiatives. They will maintain and enhance the organization's human resources by planning, implementing, and evaluating human resources policies, programs, and practices.
Key Responsibilities :
Design, implement, and maintain company policies in alignment with organizational goals and industry standards.
Address and resolve policy-related issues or conflicts in a timely and professional manner.
Build and scale teams from 0-1 , including structuring departments, defining roles, and implementing workforce planning .
Manage and supervise the full recruitment lifecycle , including job postings , candidate screenings , interviews , and onboarding .
Oversee the performance appraisal process and support managers in setting and evaluating goals.
Identify training needs and coordinate professional development programs .
Ensure adherence to federal, state, and local labor laws and regulations.
Provide guidance and support to managers and employees on various HR-related matters, including employee relations and conflict resolution.
Qualifications :
Bachelor's degree in Human Resources , Business Administration , or a related field.
Please note that this position requires Mandarin skills .
Minimum of 3 years of experience in human resources management .
Strong knowledge of employment laws , regulations , and best practices .
Proficiency in HRIS and tools .
Exceptional communication , problem-solving , and organizational skills .
Bilingual in Mandarin is required to effectively communicate with diverse teams.
Certification in HR (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR ) is a plus.

Schedule and other important details :
8-hour shift
Monday to Friday
Weekends as needed based on business requirements.
Openness to candidates outside the local area : We only accept candidates who are in or willing to relocate to IL.
Relocation assistance : Yes, we do offer a lump sum relocation fee. The person will have to return the fee if he / she leaves the company within 1 year of employment.
Timeline for the hiring decision and start date : ASAP.
Onsite, hybrid, or remote work options : On-site at Elk Grove Village, IL.
Interview process details : In general, there will be two rounds of interviews. First round with the HR team; second round with Will and our HR manager in mainland China. Possibly, there will be a third round (depends).
