Financial Budget Analyst

Role Description This is a contract, on-site Budget Analyst role based in New York, NY. The Budget Analyst will support financial planning and budgeting activities, including preparing, reviewing, and monitoring budgets for ongoing projects and operational initiatives. Day-to-day responsibilities include analyzing financial data, interpreting budget variances, reviewing financial statements, and preparing reports and forecasts for leadership. The role will collaborate with program and project managers to align spending with objectives, ensure compliance with internal guidelines, and recommend cost-saving opportunities. The Budget Analyst will also help refine budget processes, maintain accurate documentation, and support continuous improvement in financial controls and reporting.

Qualifications

• Minimum of 5 years experience in finance & budget analysis capabilities, including Budget Analysis and Budget Process skills for planning, monitoring, and forecasting.
• Strong knowledge of Peoplesoft FSCM (Financial Oversight) capabilities and reporting.
• Proven ability to lead planning and oversight efforts, including managing the full lifecycle of a comprehensive budget.
• Advanced Analytical Skills to interpret complex financial data, identify trends, and provide data-driven recommendations.
• Proficiency with Financial Statements, including income statements, balance sheets, and cash flow reports, to support variance and performance analysis.
• Program Management experience to coordinate budgets across projects, track financial performance, and align resources with program goals.
• Proficiency with spreadsheets and financial tools (e.g., Excel, financial planning or ERP systems); experience with dashboards or BI tools is a plus.
• Strong attention to detail, organization, and documentation skills, with the ability to manage multiple deadlines in a fast-paced environment.
• Effective communication and collaboration skills to work with finance, operations, technology, and leadership stakeholders.
• Bachelor’s degree in Finance, Accounting, Economics, Public Administration, or a related field; relevant certifications (e.g., CPA, CFA, CGFM) are a plus.
• Experience working with public sector, transit, or large enterprise environments is beneficial.
