Forensic Services Section Supervisor – Crime Scene Unit

Starting Pay: $29.68 hourly

General Description:

The Forensic Services Section (FSS) Supervisor – Crime Scene Unit (CSU) performs complex work requiring the supervision and training of technical staff within the CSU and National Integrated Ballistic Information Network (NIBIN) program. Provides direction and coordination of personnel under their command, assuming responsibility for the performance of those members. Work also involves report approvals, liaison with other agencies, and scheduling of subordinates to provide coverage for the agency.

NOTE: Staff assigned to this classification spend at least sixty-five (65%) of their time supervising crime scene investigators or similar personnel as well as performing duties that involve the collection, examination, preparation, preservation, documentation, and/or analysis of latent fingerprints, human tissues or fluids, or physical evidence having potential biological, chemical or radiological hazard or contamination, or use chemicals, processes, or material that may have carcinogenic or health-damaging properties in the analysis of such evidence.

Minimum Qualifications:

  • Bachelor’s degree in forensic science, public administration, or a closely related field of study, AND
  • Three (3) years of experience in law enforcement forensics.
  • Must possess an active certification with the International Association for Identification (IAI) as a Crime Scene Investigator (CSI) at time of application AND maintain certification throughout employment.
  • A comparable amount of education and experience may be substituted for the minimum requirements.
  • Possess and maintain a valid Florida driver’s license throughout assignment to this classification.
  • May be required to complete and pass required skills testing.

Background Screening: This position will require an extensive background investigation and drug screening.

Essential Functions:

  • Serves as the first-line supervisor of the CSU.
  • Coordinates the organizational, staffing, and operational activities of the CSU.
  • Provides training and technical assistance for assigned personnel in the performance of their duties.
  • Participates in the development and implementation of goals, objectives, policies, procedures, and priorities of the section.
  • Prepares, maintains, and evaluates logs, records, reports, and other information necessary for efficient operations.
  • Remains available for communication with staff after hours.
  • Responds to scenes with no advance notice 24/7/365, as needed.
  • Responsible for quality control measures within the CSU which will include the technical and/or administrative review of casework, audits, and evidence documentation.
  • In the absence of the FSS Supervisor – Latent Print Unit (LPU), acts as first-line supervisor of the LPU.
  • Coordinates and facilitates communication between other units within the Volusia Sheriff’s Office.
  • Participates in meetings, training, community events, and recruiting activities as needed.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County, and local ordinances.
  • Performs other duties as assigned.

  • Inside and outside work.
  • Must be able to tolerate inclement weather including heat, humidity, rain, cold, fog, and sleet.
  • Possible exposure to hazardous materials and conditions; toxic conditions, fumes, odors, noise, vibration, dust, confined areas, animal/human waste, human remains and body fluids, and insect activity.
  • Must be able to work on-call and respond to crime scenes in a short period of time.
  • Must be able to work under stressful conditions.
  • Must be able to relocate to other county locations based upon operational needs.
  • Must be able to remain available to work when a public emergency or disaster occurs.

Skills and Abilities:

  • Able to interact effectively with others, often during traumatic and stressful events.
  • Able to analyze data and complete detailed reports explaining the findings.
  • Able to effectively present information to groups and respond to questions from supervisors, command staff, prosecuting attorneys, state attorney investigators, and detectives.
  • Able to act as a liaison between crime laboratories, detectives, prosecutors, and defense attorneys.
  • Able to prepare exhibits for court purposes and give courtroom testimony.
  • Able to testify to the chain of custody of specific items of evidence.
  • Able to perform basic mathematical functions.
  • Excellent communication and interpersonal skills
  • Strong analytical skills and reading comprehension.
  • Ability to make decisions within the scope of the position.
  • Ability to speak English using proper grammar.

  • Federal, state, county, and local laws and ordinances.
  • Principles of Crime Scene Investigations
  • Business English, spelling, punctuation, and arithmetic.
  • Modern office practices, procedures, and equipment.
  • Courtroom proceedings and demeanor
  • Various computer programs and software
  • Legal documents

Physical Requirements:

  • Heavy work.
  • Manual dexterity.
  • Ability to pull, push, feel, carry, walk, stoop, kneel, sit, bend, handle, and talk.
  • Ability to lift up to fifty (50) pounds.
  • Ability to drive safely.
  • Identify colored warning labels and security tape
  • See at normal range or with accommodation (color, acuity, depth perception, peripheral vision)
  • Hear at normal level or with accommodation
  • Sit, stand, or walk for long periods
  • Ability to wear and work in Personal Protective Equipment (PPE), such as facemask and gloves, while handling evidence, chemicals, powders, and biohazardous fluids/materials.
