General Function:
The HR Talent Management Specialist is responsible for managing the end-to-end employment process, from recruitment through retention, ensuring programs maintain a strong and sustainable workforce to support the organization’s strategic and operational priorities. This role collaborates closely with HR team members and program leadership to design and implement a comprehensive onboarding experience that reflects and reinforces the organization’s culture.
Principal Activities:
- Develops, facilitates, and implements all phases of the recruitment process.
- Coordinates the hiring process with hiring managers and manages the onboarding process.
- Assist hiring managers when needed with screening applications and resumes to identify qualified candidates.
- Building and maintaining strong relationships with both hiring managers and candidates, ensuring a positive experience throughout the recruitment process.
- Develops and implements strategies to attract top talent, partnering with external venders and the internal social media team.
- Owns and manages the job description process, partnering closely with program leadership to ensure all job descriptions are accurate, up to date, and aligned with organizational needs.
- Assists with the interview process, conducting and attending interviews as needed by program leadership, and preparing interview questions.
- Manages unemployment claims and attends hearings on behalf of the agency.
- Conducts, interviews and collects information on employment related matters such as discrimination or harassment allegations, work complaints, or other concerns. Attends and participates in employee disciplinary meetings, investigations, and terminations.
- Handles employee and human resource inquiries related to policies and procedures. Serves as the contact and liaison for intake and assessment of employee concerns.
- Identifies and implements effective recruiting methods and strategies to meet the needs of the program.
- Collaborates with the hiring manager and/or other human resource staff during the offer process, identifying and recommending salary ranges, incentives, start dates, and other pertinent details.
- Partners with the HRIS & Compliance Analyst to validate and analyze compensation data, ensuring accuracy and consistency across systems to support strategic pay decisions with managers.
- Analyze recruitment metrics to improve hiring strategies and outcomes.
- Administers new hire and renewal background checks and completes employment eligibility verifications, verifies I-9 documentation, and maintains employment eligibility files.
- Ensures compliance with federal, state, and local employment laws and regulations, and company policies.
- Creates, manages, and facilitates agency trainings such as new employee orientation, new supervisor orientation, and leadership trainings.
- Coordinates employee recognition programs including work anniversaries and Kudos.
- Assists with planning and execution of special events, organization-wide meetings, and employee recognition programs.
- Responds to all verifications of employment and reference requests in a timely manner.
- Processes personnel action forms including position changes, hire/rehire, supervisor change, pay rate change, recognition bonuses and others as assigned in the PAF workflow.
- Creates and manages client accounts and permissions/settings for Paycom users.
- Maintain knowledge of Microsoft office Suite, consistently increasing proficiency through trainings and practical application.
- Serves as the primary backup for the HRIS and Compliance Analyst.
- Maintains digital files
- Performs other duties as assigned.

Qualifications:Qualifications:
- Bachelor’s degree in human resources, organizational development, business administration and/or related field in lieu of degree and/or a combination of equivalent education and work experience.
- PHR, SHRM-CP, SPHR, or SHRM-SCP preferred.
- Proactive and independent with the ability to take initiative.
- Committed to the agency’s mission and objectives.
- Proficient with or the ability to quickly learn applicant tracking software.
- Proficient with Microsoft office Suite, or related software.
- Excellent verbal and written communication skills.
