In fact, VOA-NCNN provides shelter or housing to over 3,500 men, women, and children every night.

PROGRAM AND LOCATION VOA, a Certified Great Place to Work, is recruiting for a Shelter Director position for our Nevada Cares Campus. The Nevada Cares Campus offers a safe place and a way forward for men and women experiencing homelessness in the Reno area. In partnership with Washoe County, the Nevada Cares Campus provides emergency shelter for up to 600 adult individuals and couples. Clients are able to bring their pets and possessions with them as they access support services and case management. Full-time employees (working 30 or more hours a week) are eligible for a benefits package that includes paid holidays, vacation, sick pay, health, dental, vision, life, and short-term disability insurance coverage.

POSITION SUMMARY

The Shelter Director is responsible for coordinating the program requirements of the Cares Campus Shelter and assuring quality services are provided in a safe, non-judgmental manner to all program participants compassionately and professionally as it relates to the specific program objectives. The Shelter Director provides oversight, direction, and management of a low-barrier shelter that provides temporary shelter to 549 individuals.

OBJECTIVES/ACTIVITIES

  • Responsible for the overall management of the shelter services located at the Cares Campus. This includes Diversion and Intake, the coordination of activities and programs, personnel management, budget analysis, data analysis, contract compliance, participant relations, and orderly management of campus operations.
  • Serve as the primary point of contact for Washoe County and partner agencies.
  • Attend all meetings and training as required by Washoe County.
  • Present program achievements as requested.
  • Ensure compliance with contract and funding source requirements.
  • Ensure that recommendations are implemented as agreed upon.
  • Communicate all program updates, personnel data, and inventory matters to Washoe County staff within the allotted timeframe.
  • Identify resources and develop and implement procedures necessary to enhance the program.
  • Oversee the Activities Coordinator program.
  • Assist the finance department in the development of budgets and completion of monthly/quarterly/yearly grant reports. Work with the finance department to resolve any billing discrepancies or questions.
  • Ensure that quality program services are provided within the established budgets.
  • Respond to requests from funders and/or partners.
  • Participate in audits and monitor visits.
  • Provide leadership of administration, organization, and coordination of


Volunteers of America activities.

  • Implement and oversee all approved Washoe County operations-related policies and procedures.
  • Consults with and make recommendations to Washoe County on problems related to the operations and management of the Cares Campus Shelter.
  • Provide all documentation to comply with contractual agreements.
  • Complete monthly, quarterly, and annual outcome reports.
  • Collaborate with Shelter Assistant Director and Shift Supervisors on daily campus


operations, including but not limited to, safety and sanitation inspections, participant

property management, grounds maintenance, and develop and maintain shelter

operational manuals.

  • Oversee the participant grievance and appeals program.
  • Develop and implement a Quality Assurance Plan to facilitate client feedback on the


quality of services to include regular participant satisfaction surveys.

  • Implement feedback on the quality of service to key stakeholders, including Washoe


County.

  • Ensure the health and safety of the shelter.
  • Ensure the facility is safe and secure in conjunction with the contracted security agency and Washoe County.
  • Respond to critical incidents as needed. Responses may be required in the evenings and weekends.
  • Review all critical incident reports, investigate incidents, and report on incidents.
  • Attend all Root Cause Analysis meetings.
  • Ensure all maintenance issues are reported to Washoe County.
  • Report any health or safety concerns to Washoe County.
  • Establish a plan to maintain the cleanliness of the facility.
  • Find or provide emergency shift coverage if needed.
  • Train, develop, and motivate staff.
  • Develop a plan to ensure all staff receive required training within the allotted timeframe.
  • Report all training to Washoe County as requested.
  • Help establish goals and objectives for staff and assist in the annual performance review process.
  • Identify and ensure appropriate ongoing training for staff.
  • Collaborate with Assistant Director and Shift Supervisors on professional development for staff.
  • Provide direction to Assistant Director and Shift Supervisors on staff improvement when applicable.
  • Respond to employee relations issues and ensure alignment with VOA-NCNN policy standards.
  • Provide training and oversight to supervisors in order to ensure HMIS data is entered timely and accurately. Ensure all HMIS reporting requirements are met.
  • Attend staff meetings.
  • Responsible for disseminating information to staff and senior management on program developments as it applies to the overall operations.
  • Communicate procedures and company policies to the leadership team and ensure proper implementation. Develop procedures as needed.
  • Serve as part of the organization management team by providing information and support for the development of quality operations.
  • Maintain a professional working relationship with all employees.
  • Provide direction and supervision to the Assistant Director and supervisors.
  • Responsible for all aspects of the campus transportation program.
  • Oversee all weekly and monthly reporting on the transportation program is collected properly and submitted in a timely manner to the corporate office.

  • Review reports and adjust for program improvement.

  • Maintains professional affiliations and enhances professional growth and development to keep up with the latest trends in non-profit management and provision of social services.
  • Continually learn and enhance technical and interpersonal skills.
  • Attend all mandatory training as assigned.
  • Attend all Management Leadership meetings.
  • Maintain above-average working knowledge of fire, safety, and health standards to ensure a safe work environment for all personnel.


EQUIVALENT EDUCATION AND EXPERIENCE

Bachelor’s degree in business, Public Policy, and/or Public Administration or related field is required. Master’s degree in a related field is preferred. A minimum of four years of experience is required in the human services field dealing with issues and challenges unique to homelessness, substance abuse, mental health, issues dealing with elderly, and people with disabilities. An additional four years of experience may substitute for degree requirement. Three years of supervision experience is required. Three years of experience in health/homeless services is preferred. Expertise in managing a multi-program business that serves multiple budgetary entities is preferred. Operations, financial planning, human resources, staff supervision, and salary knowledge are required. Must be able to develop and manage policies and procedures. An ideal candidate must have a strong desire to work for an organization dealing with issues unique to homelessness, substance abuse, young adults, seniors, and persons with disabilities. A valid driver’s license and the ability to meet the organization’s insurance carrier guidelines are required.
