VLinc is seeking a highly experienced Senior Subject Matter Expert (SME) to provide programmatic and technical support to the Long Range Surveillance (LRS) aviation program under the U.S. Coast Guard (USCG) Office of Aviation Acquisition (CG-931). This position plays a key role in supporting the acquisition lifecycle phases, including logistics, engineering documentation, risk management, and coordination with Integrated Product Teams (IPTs). The SME will directly support CG-9311 and APAC leadership and will be instrumental in ensuring the program's success through technical expertise and program execution.

Responsibilities

  • Serve as the lead SME supporting the CG-9311 Long Range Surveillance (LRS) program.
  • Prepare and maintain acquisition lifecycle documentation (e.g., Acquisition Program Baseline, Risk Management Plans, Integrated Logistics Support Plans).
  • Develop, analyze, and refine logistics and missionization strategies in support of production and deployment.
  • Support and facilitate IPT and WIPT meetings, including organizing logistics, preparing materials, recording minutes, and tracking actions.
  • Manage program documentation through the USCG's Task Management System (TMS) and Document Coordination and Routing System (DCARS).
  • Create and maintain program-level data sets, correspondence logs, workflow diagrams, and program schedules.
  • Coordinate deliverables and ensure alignment with USCG Acquisition Lifecycle Framework (ALF), DHS Directive 102-01, and COMDTINST M5000.10.
  • Provide systems engineering insight, particularly relating to USCG-specific avionics and mission system architectures.
  • Support program briefings, stakeholder coordination, and data calls as required.

Qualifications

  • Bachelor's degree in Engineering, Logistics, Aviation Management, or a related field.
  • Minimum of 10 years of experience supporting DoD or DHS major systems acquisition programs.
  • At least 6 years specifically supporting USCG aviation programs, with knowledge of the ALF and DHS acquisition directives.
  • Strong knowledge of logistics, acquisition documentation, and government procurement procedures.
  • Proficiency in Microsoft Office Suite and document routing systems (TMS, DCARS).
  • Ability to facilitate meetings, prepare detailed technical documents, and manage multiple concurrent priorities.

Preferred Qualifications

  • Master's degree in a relevant discipline.
  • Experience with USCG-unique avionics and mission systems.
  • Familiarity with COMDTINST M5000.10 and DHS Instruction/Guidebook 102-01-001.
  • PMP certification or DAWIA Level III equivalent in Program Management or Logistics.

Work Environment

  • Location: Primarily based at the USCG Aviation Projects Acquisition Center (APAC), Elizabeth City, NC, with some coordination required with USCG Headquarters in Washington, DC.
  • On-Site Requirements: A cubicle and computer will be provided at APAC. Occasional travel may be required.
  • Telework: May be approved on a case-by-case basis by the COR.
