The State Corporation Commission's (SCC) Bureau of Insurance (BOI) is seeking a Policy Advisor to specialize in legislative and policy analysis for the regulation of the insurance industry in Virginia. The Policy Advisor will serve as the key resource for federal and state regulation and on compliance matters relating to the financial regulation of insurers, regulation of insurance agents, life and health insurance regulation, and property and casualty insurance regulation. The Policy Advisor will also serve as a liaison to insurance industry groups, consumer groups, National Association of Insurance Commissioners (NAIC) staff, legislative commissions, and other regulatory agencies on legislative and policy related matters. The candidate selected for this position will develop comprehensive insurance policies, procedures, rules, regulations, and legislative proposals. This role will involve conducting quantitative and qualitative policy analysis on an ad hoc basis. Additional responsibilities of the Policy Advisor include: conducting research projects; drafting and analyzing legislation; preparing reports on highly complex insurance issues; presenting findings and recommendations to senior leadership; implementing legislative mandates; and monitoring and evaluating insurance trends and issues. This position offers a hybrid work schedule as well as training and professional development opportunities.
Qualifications
Preferred qualifications for this position include considerable professional experience in public policy research and analysis and a bachelor’s degree in insurance, business administration, finance, economics, statistics, accounting, political science, public administration, or a related field. Experience in life and health insurance, property and casualty insurance, or in the financial regulation of insurance companies is strongly preferred but not required. The ideal candidate will have thorough knowledge of insurance terminology, laws, and regulations, with expertise in policy analysis, legislative practices, and research methods. Strong communication skills are essential to clearly present ideas both verbally and in writing. The ability to analyze, interpret, and assess the impact of regulations, procedures, legislative proposals, and mandates is essential. The ideal candidate will demonstrate critical thinking and decision-making capabilities, be able to navigate complex policy and political considerations, and possess innovation and strategic thinking skills to proactively recommend industry changes. The position requires someone who can establish and maintain positive relationships at all levels and effectively analyze complex insurance issues.
