Lead System and Data Analyst (2 positions)
Anticipated Salary Range: $70,000-$90,000

The State Corporation Commission is hiring two lead analysts to join the Clerk’s Office and support the business operation functions and management of our technical platforms. The Clerk’s Office serves as the official custodian of the judicial and administrative records of the Commission and the central filing office in Virginia for most business entities, as well as Uniform Commercial Code (UCC) financing statements. This includes processing more than 800,000 registrations and fees annually for corporations, limited liability companies, business trusts, limited partnerships, general partnerships, and limited liability partnerships. We are recruiting for two critical positions that advance our mission through analytics, systems management, and performance reporting.

Position 1: Lead System & Data Analyst
The Lead System and Data Analyst supports reporting, analytics, and technical services for all Clerk’s Office systems, including the Clerk’s Information System (CIS). This role blends data analytics expertise with technical system leadership to ensure operational efficiency, data integrity, and informed decision-making.
Essential Duties & Responsibilities
- Provide advanced technical and data support for Clerk’s Office systems and analytics functions
- Develop and maintain PowerBI dashboards and reports for forecasting and performance analysis
- Support the development of dashboards and staffing models to aid management with proper coverage in the Contact Center as well as other areas within the Clerk’s Office
- Manage CIS deployments and data correction scripts
- Coordinate with the IT and Information Security to resolve technical issues and implement solutions
- Create and manage workflows built through Power Automate, such as the subpoena workflow with the Office of General Counsel
- Serve as technical lead and support for all third-party vendor projects
- Manage SQL queries stored in Ad-Hoc Query in CIS, SQL data correction scripts from the support vendor, and SQL data correction scripts created by the Clerk’s Office
- Support the ticket management process for DevOps, ServiceDesk, System Security Access, etc.
- Support the identification and resolution of Clerk’s Office system deficiencies
- Support System Access Security utilizing administrator tools for all systems within the Clerk’s Office including employee access, other Commission employee access, third-party access via IPs, and test environments
- Supervise all edits to Clerk’s Office web pages and ensure all content is correct prior to publishing
- Support all internal and external interfaces to Clerk’s Office systems
- Identify issues proactively and bring recommendations and solutions to leadership
- Identify, research, and recommend potential solutions for technology challenges that enhance efficiency and performance including, but not limited to, workflow, software, hardware, and/or system replacement
- Perform related work as required
Position 2: Lead Data Analyst
The Lead Data Analyst focuses on advanced data analysis, performance measurement, and reporting to support strategic decisions for the Clerk’s Office. This position emphasizes data interpretation, predictive analytics, and process improvement.
Essential Duties & Responsibilities
- Lead data collection and analysis to identify trends, patterns, and actionable insights
- Use advanced statistical, quantitative, and programming methods (e.g., SQL) to analyze large and complex data sets
- Monitor data to identify business trends, recommend process improvements, and resolve mistakes
- Develop and refine KPIs to evaluate division performance and enhance decision-making
- Create and deliver comprehensive reports and dashboards for internal and external stakeholders, including Commissioners and the General Assembly
- Communicate data analysis, innovative solutions, and recommendations to management, in writing and verbally
- Ensure confidentiality and accuracy of all data and reports
- Train and mentor junior analysts, providing technical guidance and analytical support
- Provide innovative solutions and make recommendations to management
- Collaborate across sections and partner with management to gather requirements and specifications
- Review and improve existing reporting technology to enhance accuracy and usability
- Perform related work as required
Preferred Qualifications for Lead Analysts
- 4 or more years of professional experience with data analysis and reporting, SQL, statistics, data management, and/or advanced technical systems support
- A bachelor’s degree in computer science, data analytics, data science, information systems, information technology, or a related degree is desirable but not required with 8 or more years of relevant professional experience
- Considerable knowledge of data analysis, reporting, and statistical methodologies
- Considerable knowledge in technology such as SQL database, PowerBI, and Microsoft products
- Considerable knowledge of research methods, program design, planning, and workflow
- Considerable knowledge of technology, data, and systems applications; systems development life cycle; and/or desktop support
- Ability to assemble, organize, and present statistical information derived from a variety of sources
- Ability to lead teams, projects, and initiatives
- Ability to solve complex issues and implement innovative solutions
- Ability to present ideas in a cogent, understandable, and compelling manner when providing solutions, both verbally and in writing
- Ability to be inquisitive, use logic and reasoning, and challenge the status quo
- Ability to prioritize work, support change management efforts, and adapt equipment and technology to serve user needs
- Ability to establish and maintain effective working relationships with SCC staff, industry personnel, and the public
- Knowledge of the functions, statutory responsibilities, and statutes administered by the Clerk’s Office is a plus
