Assistant Deputy Commissioner - Licensing
Anticipated Starting Salary Range: $116,750 - $125,000
Starting Salary Commensurate with Qualifications and Experience
The State Corporation Commission’s (‘SCC’) Bureau of Financial Institutions (Bureau) seeks an experienced and dynamic leader to serve as Assistant Deputy Commissioner. The candidate selected for this position will oversee and direct the Bureau’s licensing programs for both depository and non-depository financial institutions. The Assistant Deputy Commissioner will provide daily people management and guidance to a team of roughly 12 full-time employees.
Essential functions of the Assistant Deputy Commissioner of Licensing role include, but are not limited to:
- Directly managing supervisory staff members and overseeing the section of 10 - 12 employees
- Establishing team and individual performance goals, providing feedback on performance, and coaching and developing staff
- Directing and monitoring staff caseloads
- Developing policies and procedures to support the Bureau’s licensing functions
- Ensuring that the Bureau’s investigations and analysis of applications filed under Title 6.2 of the Code of Virginia comport with applicable laws and regulations
- Providing guidance and information on licensing processes to applicants, other regulatory agencies, and the general public
- Directing all activities related to the review and analysis of periodic industry report filings
- Directing all activities related to the publication of the Bureau’s annual reports and weekly informational bulletin
- Providing recommendations and technical support to Bureau leadership
- Reviewing external legislative proposals to ascertain implications to the Bureau’s licensing function
- Participating in the development of internal legislative and regulation proposals
- Performing related work as required
The Assistant Deputy Commissioner position offers a hybrid work schedule (some in-office and telework days each week) as well as a variety of professional development and training opportunities.
Preferred Qualifications
- 8 or more years of professional experience in the financial institution industry or the regulation of financial institutions
- Experience relating to the licensing of financial institutions is strongly preferred
- Bachelor’s degree in accounting, finance, economics, business administration, or a related field; a post-graduate degree is a plus
- 4 or more years of experience managing professional staff
- Thorough knowledge of the laws and regulations applicable to financial institutions operating in Virginia State Corporation Commission
- Project management and/or legislative experience
- Demonstrated success leading teams and managing staff
- Familiarity with NMLS
- Proficiency with MS Office Suite and SharePoint; familiarity with PowerBI is a plus
- Ability to express ideas clearly, both orally and in writing
- Ability to establish and maintain effective working relationships with Commission staff, industry personnel, and the general public
