The mission of the Department of Police, Safety, and Security is to cultivate a safe and secure campus environment and community, deter crime and mitigate injury, promote positive and trusting relationships with the students, staff, faculty, and community, and to serve the students, staff, faculty, and community efficiently and effectively.

The primary role of the Police Sergeant is to serve and protect property, faculty, staff, students, and visitors of the College. Under the direct supervision of the Chief of Police, the Police Sergeant is a first-line supervisor responsible for the daily supervision of police and security officers in performance of regularly assigned patrols and incident investigations in a manner that ensures a high level of service professionalism and promotes positive public relations, owing to thehigh visibility and public contact nature of the department. The Sergeant prepares police and security officer shift and location assignments within their assigned schedule, conducts pre-employment evaluations of prospective police candidates, conducts performance evaluations, and makes recommendations in matters concerning employee discipline and retention. The Sergeant also conducts patrols of each campus and other offsite educational locations to prevent crime or disturbances of businesses and persons at the college; notes suspicious persons and unusual conditions and makes preliminary investigations; inspects buildings and checks doors and windows for security; reports hazards that endanger public safety; and upholds the laws of the Commonwealth of Virginia and the policies, procedures, rules and regulations of Virginia Community College System, the College, and the Department.. This position is designated as a Title IX Responsible Employee position and as a Campus Security Authority in compliance with the Clery Act. The police sergeant may be required to perform other duties as assigned and may be required to assist the agency or state government in the event of an emergency declaration by the Governor and/or mutual aid requests from other agencies, as necessary, appropriate, and/or available.

KSA's/Required Qualifications

  • Meet all the requirements established in the Code of Virginia
  • 15.2-1705 and related Code sections.
  • Meet all annual and ongoing requirements for training and certification as listed in Physical Demands with or without reasonable accommodation.
  • Possess and maintain for the duration of employment in this position an unincumbered and unexpired Virginia (DCJS) law enforcement officer certification as a sworn police officer.
  • Possess a combination of relevant education, training, certification, and experience in law enforcement, criminal justice, public safety administration, public administration, or other closely related fields.
  • Must be able to work an irregular schedule, under varied conditions, at all College campuses and sites as directed by the Chief of Police.

Knowledge

  • Thorough knowledge of operational characteristics, services, and activities of a police and security program; law enforcement and security methods including community policing, crowd control principles and investigative procedures; pertinent federal, state, and local laws, codes, and regulations to successfully perform enforcement, including crime prevention, investigation, retention, detention, and/or arrest, legal rights of citizens, rules of evidence, institution of higher education (campus) practices, Cleary Act, and traffic and parking control laws and regulations.
  • General knowledge of first-line leadership practices, policies, and operational (patrol) requirements.
  • General knowledge of the principles of supervision, training, and performance evaluation and law enforcement personnel management.
  • Thorough knowledge in law enforcement operations, investigations, and criminal law; modern incident command; and pro-active community/campus security, nomenclature and theory; interviewing and interrogation techniques; operating characteristics of modern police equipment and weapons.
  • Working knowledge of human resources laws, regulations, and best practices.
  • Working knowledge of OSHA and VOSH regulations, laws and/ or policies.
  • Working knowledge of SACSCOC health, safety, security accreditation standards and/or requirements.

Skills

  • Capable of evaluating risks and benefits to make an informed decision.
  • Proficiency in effective oral and written communications skills.
  • Proficiency in the effective use of modern office equipment, computers, related word processing, and spreadsheet software, the Microsoft Office Suite and/or similar software
  • Strong communication and interpersonal skills with the ability to interact and work with individuals at all levels and backgrounds.
  • Attention to detail with a focus on thoroughness and quality.
  • General analytical and problem-solving skills

  • Ability to safely operate a licensed and unlicensed motor vehicle.

  • Ability to supervise and evaluate the work of police and security officers.

  • Work at all campuses, educational sites, and/or other functional venues or locations for which the College may use.
  • Meet and deal tactfully and effectively with the public.
  • Accurately observe and recall incidents and situations encountered.
  • Act quickly and calmly in emergencies.
  • Interpret and apply federal, state, and local policies, procedures, laws, and regulations.
  • Be sensitive to and understand the diverse academic, socioeconomic, cultural, and ethnic backgrounds of community college personnel and students.
  • Work independently or in a team environment.
  • Plan, organize, and complete work within prescribed deadlines, while effectively managing multiple tasks.
  • Work cooperatively to resolve discrepancies as they arise.
  • Operate College vehicles equipped with emergency vehicle warning equipment (i.e., multi-sequence flashing lights, high-pitched sirens, and electronic air horns).
  • Use an exceptionally high degree of confidentiality and discretion in managing and sharing information.

  • Previous full-time multi-year experience as a police officer.
  • Previous experience as a police supervisor.
