The Virginia Health Care Foundation (VHCF) is a public/private partnership initiated by the General Assembly and its Joint Commission on Health Care. Its mission is to increase access to primary health care for uninsured and medically underserved Virginians. During its 34 years of service, VHCF’s nimble approach and results-oriented initiatives have enabled more than 900,000 Virginians to obtain needed health care.

VHCF is a nonprofit and receives an annual state appropriation, which it is expected to supplement with funding from the private sector.


A little bit about the role!

The Fund Development Manager plays an integral role in raising private and public funds to underwrite VHCF’s new initiatives and key aspects of the Foundation’s strategic plan.

VHCF is seeking a skilled Fund Development Manager to lead grant writing, reporting, prospect research, and support core external affairs initiatives. This role will build and improve systems, develop strategic fundraising plans, and serve as a connective partner across programs and operations. The ideal candidate is a self-starter who can roll up their sleeves, manage multiple complex deliverables, and engage effectively with VHCF funders. The Fund Development Manager will be responsible for:

  • Creating and executing a plan for fund development, in conjunction with the CEO and Fund Development Committee, which will raise and increase revenues to support the strategic growth of VHCF.
  • Leading all grant writing, reporting, and compliance activities, including preparing proposals, tracking submissions, and ensuring donor compliance.
  • Researching, identifying, and pursuing grant and sponsorship opportunities from corporations and foundations.
  • Maintaining and enhancing donor records, grants tracking systems, and fund development databases.
  • Working with program team members to ensure funds are expended per donor direction and data collection aligns with reporting requirements.
  • Developing VHCF’s annual fund development plan and future fundraising roadmap.
  • Maintaining involvement with government-combined campaigns, Commonwealth of Virginia Campaign and other similar programs, and all aspects of Neighborhood Assistance Program (NAP) tax credits.
  • Serving as point of contact for the Fund Development Committee and External Affairs Committee, including preparing materials and minutes.
  • Working with the Executive Assistant to ensure timely and consistent gift tracking, stewardship activities, and donor correspondence.
  • Preparing reports for donors and board materials for relevant committees.
  • Planning and overseeing the implementation of special events of the Foundation, including VHCF’s Legislative Day, Cheers for Champions, and other external events.
  • Supporting the development, production, and refresh of marketing and communications materials, including the annual report, press releases, and event materials.
  • Collaborating with operations and program teams to improve organizational coordination and de-siloing.

  • You hold a Bachelor’s degree, with an advanced degree in public administration, healthcare administration, or nonprofit management a plus.

  • You have a proven track record in grant writing or other fund development work.
  • You possess excellent written and verbal communication skills.

  • You understand state government and legislative processes.
  • You are proficient with Microsoft Office, donor management systems, and other digital tools.
  • You are a self-starter who thrives in a hybrid work environment.
  • You embrace continuous learning and are passionate about advancing VHCF’s mission.

  • You are looking for an outward-facing role centered on donor cultivation in the community rather than research, planning, and grant management.
  • You want a role focused solely on writing grants without event, committee, or cross-functional responsibilities.
  • You are uncomfortable interacting with senior state leaders, including policymakers and legislators.
