Job Description

This position works as part of a team of water supply planners and data scientists to ensure statewide program effectiveness and consistency by providing technical oversight, expertise, and application of computer models in support of Water Supply Planning Programs. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia. This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required.

Responsibilities

The primary responsibilities of this position are to facilitate reporting of statewide water use, coordinate with other agency programs, and develop reports communicating current and future water supply and demands. The position translates team and administration goals for future water supply plan scenarios into guidelines for creating modeling input decks and works with the data coordinator and modelers to develop and analyze summary metrics for water supply planning scenarios. The position works with planning team to assist Planning District Commissions and localities in leveraging modeling tools for the purpose of identifying the best alternative water sources to meet projected unmet demands, and acts as the program’s lead to assist Planning District Commissions and localities in performing water supply demand projections. The position also involves the development and delivery of outreach materials and presentations to increase awareness of water resource needs and the goals of the Water Supply Planning & Analysis program and the Office of Water Supply.

Qualifications

  • Knowledge of Environmental Planning and Water Resources Management principles and practices, gained through education and/or work experience.
  • Knowledge of Virginia and federal environmental law and regulations.
  • Knowledge or experience with ESRI Geographic Information Systems and statistical/data management/analysis platforms such as RStudio, R Shiny, Tableau, and SQL.
  • Understanding of basic principles of hydrologic modeling, with specific knowledge of water supply analysis and simulation.
  • Capable of explaining complex hydrologic topics to stakeholders who do not have specific hydrology training.
  • Understanding of the hydrologic cycle with respect to base flow recharge and drought incidence.
  • Ability to manage complicated tasks and projects with competing timelines.
  • Experience in dealing with public inquiries, making presentations before public bodies, and interacting/coordinating with government and non-government entities.
  • Combination of education and/or training in environmental planning, civil or environmental engineering, water resources management, or natural sciences.
