Job Description
This position primarily coordinates and implements the state small renewable energy permit by rule (PBR) program. This is a restricted position. Continued employment is contingent on the availability of grant or non-general funds. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

Responsibilities include, but are not limited to, developing and maintaining all associated regulations, guidance and procedures to assure implementation of the program; and representing the program at meetings, workshops and conferences as necessary.

The Virginia Department of Environmental Quality (DEQ) is the primary environmental permitting agency in the Commonwealth of Virginia. It is responsible for administering laws and regulations related to air quality, water quality, water supply, renewable energy, and land protection. Through the dedication and work of over 800 employees across six regional offices and the Central Office in Richmond, DEQ issues permits, conducts monitoring and inspections, and enforces the law.

Qualifications
- Comprehensive knowledge of program implementation, policy analysis techniques, legislative practices, research and evaluation techniques, and organizational components and services
- Considerable knowledge of renewable energy environmental programs, laws, regulations
- Demonstrated ability to conduct and report analyses; to conduct independent research; to analyze, interpret and apply regulations, procedures and legislative proposals and mandates
- Ability to communicate effectively verbally and in writing; to draft legislation, regulations, guidance and program documents; and to serve as liaison to, and work with, diverse groups of people
- A combination of equivalent experience and education with coursework in public administration, environmental policy management or science
- Experience in project management and in analyzing statutory and policy requirements and translating them into programs to be implemented by operational personnel desired
