To serve the Commonwealth and collaborate on the implementation and enforcement of DEQs regulatory programs to ensure fair and consistent application of laws, regulations, policies, and procedures.
Responsibilities
This position will have the responsibility to conduct administrative enforcement actions in all media, which includes water, solid waste, hazardous waste, air, UST/AST, Groundwater, and the Virginia Water Protection (VWP) program. Evaluate assigned cases and develop and recommend an appropriate enforcement response in accordance with applicable laws, regulations, written policies and procedures. Developes complete and factually accurate written enforcement documents (i.e. enforcement recommendation plans, consent orders, letters of agreement, etc.) Manages and negotiates settlements for enforcement cases and implements enforcement response for timely case resolutions in order to protect, enhance, and preserve Virginia environmental resources.
Qualifications
The Virginia Department of Environmental Quality (DEQ) is the primary environmental permitting agency in the Commonwealth of Virginia. It is responsible for administering laws and regulations related to air quality, water quality, water supply, renewable energy, and land protection. Through the dedication and work of over 800 employees across six regional offices and the Central Office in Richmond, DEQ issues permits, conducts monitoring and inspections, and enforces the law.

Qualifications
- Ability to understand general engineering and science principals, database and project management, and the ability to communicate both verbally and in writing. This requires familiarity and comprehension of State and Federal laws and regulations.
- Ability to read, interpret and properly apply complex policies, guidelines, and regulations.
- Provide reasoned analysis for decision making and ability to follow APA procedures and legal processes when negotiation and drafting settlements.
- A combination of education, training or experience that enable the performance and successful execution of the of the specified job duties.
