Role Description Managers and Directors at DCR provide strategic leadership and operational oversight for programs that support conservation, recreation, and resource protection. In this full-time, on-site role based in Richmond, VA, they lead teams, set priorities, and manage projects, budgets, and performance metrics to ensure effective delivery of services. Daily responsibilities include supervising staff, coordinating with internal and external stakeholders, developing and implementing policies and procedures, and monitoring compliance with relevant laws and regulations. Managers and Directors analyze data and program outcomes, prepare reports, and make evidence-based recommendations to improve efficiency and impact. They also represent DCR in meetings, collaborations, and public forums, fostering partnerships that advance the agency’s mission and support a positive, inclusive workplace culture.
Qualifications

• Demonstrated leadership experience in managing teams, programs, or departments, with skills in supervision, coaching, and performance management.
• Experience in strategic planning, project management, and operational oversight, including setting goals, managing budgets, and tracking outcomes.
• Knowledge of conservation, natural resource management, parks and recreation, or related public sector fields, or the ability to quickly learn and navigate these domains.
• Strong communication and collaboration skills, including the ability to engage diverse stakeholders, build partnerships, and present information clearly in writing and in person.
• Ability to interpret and apply regulations, policies, and best practices, and to support compliance and public safety within program areas.
• Proven skills in problem-solving, decision-making, and using data and analysis to guide program improvements and organizational change.
• Commitment to equity, inclusion, and respectful workplace practices, with the ability to foster a supportive and productive team environment.
• Bachelor’s degree in public administration, environmental studies, business, management, or a related field; advanced degree or relevant certifications are beneficial.
• Experience working in government, nonprofit, or public-sector organizations is preferred, especially in roles involving resource management or regulatory programs.
