General Description:
This position oversees and coordinates Virginia Spaceport Authority’s programs, including funding and enhancement programs, business development and planning initiatives, and capital development programs, specifically in classified environments. Responsible for managing program budget, schedule and milestones, and performance of program tasks and projects. This position requires strong organizational and multi-functional skills, a proven background in business development and account management, program management, and/or long-term planning. This role coordinates directly with government and commercial customers, vendors, and VSA technical and management staff in a team environment to ensure the delivery of projects on-time, within cost budgets, and quality/performance requirements leading to the success of VSA’s most critical programs. This position reports on-site at the Mid-Atlantic Regional Spaceport (MARS) and is supervised through the Programs Directorate of the Office of the Chief Technical Officer.
Responsibilities and Duties:
- Manage VSA’s classified programmatic functions in secure environments.
- Coordinate with program and project stakeholders, and VSA technical staff providing necessary oversight and support to ensure technical, cost, and schedule deliverables are met.
- Work directly with the customer, support contractors, and VSA management/technical staff to ensure all projects under programs are completed according to requirements.
- Manage project selection and approval processes slated for program funding.
- Provide Project Charters to VSA stakeholders for execution, including required scope, budget, schedule, deliverables, technical standards and specifications.
- Develop, maintain, update, and enforce VSA processes for compliance with business development, long term and master planning, and programmatic initiatives.
- Maintain processes for the review, tracking, and disposition of potential business and partnership opportunities.
- Develop and maintain business development opportunities from concept to contract.
- Ensure alignment of business development initiatives with broader VSA strategic and master planning evolutions.
- Travel on behalf of VSA to industry events and customer sites. Expected travel no more than one-week per quarter.
- Generate program schedules, track task and subtask progress against schedule, develop cost budgets and track project costs, ensure performance and quality metrics are met, and provide reports to senior leadership.
- Prepare and deliver program reviews to internal VSA senior management, as well as U.S. Government officials and commercial executives.
- Supervise other project/program managers and other support staff as assigned.
- Perform other duties as assigned.
EMPLOYMENT STANDARDS
General Education
College: Bachelor or Associate Degree | Major: Project Management or related field |
Job-Related Experience:
Bachelor Degree plus 10 years of experience in related field; or Associate Degree, or other related industry certification such as PMP, plus 10 years’ experience.
Certifications: None
Licenses, etc.: Valid driver's license is necessary when operating a vehicle while on agency business.

Physical Demands:
Work is light requiring lifting of computer equipment and involves typical office behaviors. Site inspections and walkdowns will be required, therefore ability to walk, kneel, or crouch may be required.
Work Environment: Work is performed in a typical office setting with site walkdowns and inspections being performed outdoors on typical construction site.
Must have and able to maintain an active TS/SCI security clearance.
Must be able to obtain and maintain eligibility for issuance of a NASA credential.
Must be able to pass a pre-employment background check and drug test.
Salary : $78,369 - $122,097
