Job Summary
Performs senior level technical or specialized work in permitting and licensing for the Village of Wellington (Village).
Work is performed under limited supervision with moderate latitude in the use of initiative and independent judgment. Position relies on experience to determine the best approach by using and interpreting policies and procedures.
Essential Functions

High school diploma or GED required; an associate degree is preferred; supplemented three (3) years of directly-related customer service and/or permit & license issuance experience; or an equivalent combination of education, certification, training and/or experience.

Knowledge, Skills, And Abilities
Depending on functional area of assignment, tasks involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). Tasks may require extended periods of time at a keyboard or workstation.
Environmental Requirements
Tasks are regularly performed inside without potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.
Sensory Requirements
Tasks require sound and visual perception and discrimination. Tasks require oral communications ability. Must have manual dexterity and be able to perform repetitive motions of the wrists, hands, or fingers. Must be able to perceive color and depth. Tasks involve prolonged eye use and/or fine visual ability; computer work, reading text, visual inspections, or measurement devices. Must be able to follow visual cues or signals.

- Performs customer service functions related to effective issuance of building permits; cooperates with Village staff to provide superior customer service; takes the initiative to identify and resolve customer issues and resolve customer complaints.
- Enforces statutory regulations, policies and procedures related to the permitting; processes approved licenses and permits in compliance with established regulatory standards; follows direction of the supervisor for resolution of non-compliance issues.
- Follows standard operating procedures in performing permitting activities which include tracking applications, plans review and inspections; performs accounting tasks in receipt, processing, and recording of transaction fees and charges.
- Compiles and reviews supporting documentation and reference data for permitting and approval purposes, e.g., contractor licensing, subdivision plans, plat descriptions, certificates of insurance, workers’ compensation; issues/removes holds on contractor files based on compliance with contractor requirements.
- Responds to a wide variety of inquiries regarding building, construction, licensing, and permitting functions and requirements, e.g., certificates of occupancy, notice of commencements, fees, charges, and inspection requirements; responds to inquiries, concerns and complaints from the public; directs to the appropriate department/entity.
- Performs records and file maintenance duties, e.g., contractor files, inspection logs, issued permits, fees charged, outstanding fees; performs follow-up and research as needed to complete missing and/or inaccurate documentation, e.g., proper addresses, expiration dates.
- Processes requests for Certificates of Occupancy by checking for outstanding inspections or other requirements; coordinates inspections with other Village departments and outside agencies; issues Certificates of Occupancy accordingly.
- This position has no supervisory responsibilities

Certifications And Licenses
- Must possess and maintain a valid State of Florida Driver License and the ability to drive a Village owned vehicle per established policies, procedures, and safety guidelines.
- ICC Permit Technician Certification preferred, or ability to obtain within 1 year of hire.
Knowledge, Skills, And Abilities
- Knowledge of technical procedures and accounting tasks related to the processing and recording of transaction fees and charges associated with permitting and licensing
- Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department and organization specific software and ability to learn and become proficient in the use of other specialized software as may be required
- Skill in basic math including but not limited to adding, subtracting, multiplication, division, geometric construction, practical algebra and metrics
- Ability to multi-task while working with tight deadlines and shifting priorities
- Ability to follow oral and written instructions
- Ability to read, update, and maintain various records and files in numerical, alphabetical, or chronological sequence
- Ability to effectively communicate (verbally and in writing) with residents, coworkers, supervisors, administration, and vendors
- Ability to clearly communicate and understand information in English, both orally and in writing.
