The Village of Rock Springs is seeking a motivated, organized, and community-focused professional to serve as our next Village Clerk/Treasurer. This leadership position serves as the chief administrative officer of the Village and plays a vital role in the daily operations, financial management, elections, records administration, and community services of local government. Hours: 25 per week. Pay: Based on Experience
This position reports directly to the Village Board President and Village Board and is ideal for a candidate who values public service, professionalism, and community engagement.

Key ResponsibilitiesAdministrative Duties
- Prepare and distribute meeting notices and agendas in compliance with Wisconsin Open Meetings Law
- Attend Village Board and committee meetings; record and maintain official proceedings and minutes
- Maintain village ordinances, resolutions, records, and files (paper and electronic)
- Assist with drafting ordinances, resolutions, and guidelines
- Develop and maintain job descriptions for Village employees
- Respond to public records requests in accordance with statutory requirements
- Maintain Utility System including monthly bills and collection
Election Administration
- Administer all election-related procedures in compliance with Wisconsin State regulations
- Coordinate polling place setup, ballot preparation, poll worker training, and post-election reporting
- Attend required election training sessions and maintain certifications
Board of Review & Tax Collection
- Coordinate Open Book and Board of Review notices and meetings
- Prepare property tax billings and collect tax payments
- Submit tax rolls, mill rates, and required reports to County and State agencies
- Process special assessments and tax settlements
Treasurer Duties
- Collect and record utility payments and other Village fees
- Prepare deposits, monthly financial statements, and vendor payments
- Assist with annual budget preparation
- Reconcile bank statements and coordinate annual audits
- Manage payroll and ACH payments
Additional Duties
- Prepare grant and aid program documentation
- Process liquor, operator, cigarette, and dog licenses
- Coordinate Community Center rentals and facility maintenance
- Compose official correspondence and perform other duties as assigned
Qualifications
- Associate degree in business, accounting, human resources, or related field required; Bachelor’s degree preferred
- Valid Wisconsin Driver’s License and ability to be bonded
- 3–5 years of experience in accounting, budgeting, financial management, administration, or personnel management
- Strong written and verbal communication skills
- Proficiency in Microsoft Word and Excel
- Knowledge of government finance and budgeting preferred
- Community involvement and public relations experience are a plus
