The Village of Fairport Harbor is seeking a detail-oriented and customer-focused Customer Service / Utilities Specialist to join our Administration team. This full-time position plays a vital role in supporting both the Fiscal Officer and Village Administrator through a variety of clerical, financial, and customer service tasks.

Schedule

Monday through Friday, 9am to 1pm (20 hours per week)

Minimum Qualifications

Education and Experience

  • High school diploma or equivalent; or any combination of education and experience that provides the required knowledge, skills, and abilities.
  • Familiarity with municipal government operations and functions.
  • Demonstrated customer service and effective communication skills.
  • Experience in a secretarial or administrative assistant position is preferred.

Knowledge, Ability and Skill

  • Effective written and verbal (English) communication skills.
  • Knowledge of cash handling and account management practices.
  • Strong working knowledge of modern office procedures, practices, and equipment.
  • Ability to exercise independent judgement and maintain confidentiality in an office setting.
  • Accurate typing and data entry skills.
  • Proficiency in Microsoft Office Suite (primarily Word and Excel), and general office software. Familiarity with Windows 11.
  • Ability to establish and maintain effective working relationships with coworkers, supervisors, and the public.
  • Ability to understand and follow verbal and written instructions.
  • Strong organizational skills with the ability to prioritize tasks and work independently.
  • Ability to interact with the public in a courteous, professional, and effective manner.

Essential Functions

  • Serves as the first point of contact for citizens and visitors to the Village of Fairport Harbor. Provides courteous and accurate information, answers general inquiries, and directs individuals to the appropriate office or department. Processes payments for walk-in customers efficiently and accurately.
  • Responsible for the accurate management of water utility accounts, including account updates, service connections, shut-offs, and delinquent payment collections. Handles cash management and reconciliation, including receiving payments, issuing receipts, maintaining transaction logs, and preparing bank deposits.
  • Responsible for maintaining Point of Sale records.
  • Provides limited support to the Zoning Inspector as assigned by the Village Administrator.
  • Distributes mail daily to all departments.
  • Types letters, notices, reports, forms, financial statements, memoranda, and other materials.
  • Maintains records and filing systems according to established methods and procedures.
  • Maintains standing committee and commission files, performs clerical work for these bodies as necessary.
  • Prepares Council agendas and minutes.
  • Preforms regular and routine clerical duties; composes correspondence, answers phone calls, takes telephone messages, responds to inquiries, handles incoming and outgoing mail, tracks office supply inventory, assists other department staff members as needed.
  • Demonstrates regular, predictable, and punctual attendance as necessary.
  • Provides secretarial support as needed.
  • Provides effective and efficient customer services and promotes and maintains responsive community relations.
  • Other duties and responsibilities as assigned.

Equipment Operated

  • Regular office equipment, including but not limited to a computer, printer/scanner, fax machine, telephone, and calculator will be used.
  • Other equipment as necessary.

Working Conditions

  • Work is primarily sedentary to light in nature, requiring extended periods of sitting or standing. Occasional use of stairs or low step stools may be necessary.
  • Occasional lifting of items up to 20 pounds is required.
  • Vision and hearing must be within or correctable to normal ranges.
  • Work is performed indoors in a typical office environment.
  • Frequent interaction with the general public is expected.
