JOB SUMMARY
This position’s responsibilities under the general supervision of the Director of Public Works include but are not limited to plan, direct and administer the Operations Division activities within the Public Works Department; to oversee contractor work and prepare specifications for projects; to perform extensive work on special projects; and to assist the Public Works Director in managing the Public Works Department; and to provide responsive, courteous and efficient service to Village residents, contractors, and the general public all in accordance with Municipal Code, and Village Policy(s). Supervise 16 full-time and seven part-time employees in the Utilities, Streets, and Forestry divisions.
KNOWLEDGE, SKILLS & ABILITIES:
- Maintain a professional demeanor when dealing with the public and co-workers.

JOB DUTIES/KEY RESPONSIBILITIES:
Essential Position Functions:
- Take personal responsibility to provide exceptional customer service in order to promote and maintain a positive Village image, constructive work environment, and foster pride and professionalism in the workplace and community.
- Adhere to all departmental and Village policies.
- Consistent attendance and punctuality are required.
- Coordinates responses to emergency situations and responds to after-hours calls.
- Provides technical oversight to the water distribution system and pump stations, Forestry division, and Street division emphasizing maintenance reviews and capital projects.
- Reviews construction plans of the Village and other projects; confer with contractors and engineers to coordinate the installation of water and sewer systems as necessary.
- Assist in planning and coordinating Village special events.
Administrative Functions:
- Prepare division budget; administer approved budgets; prepare cost estimates for budget recommendations; submit justification for budget items; monitor and control expenditures.
- Participate in the development and implementation of Department goals, objectives, policies and priorities; establish within Department goal policy, appropriate service and staffing levels for assigned functions and programs; allocate resources accordingly.
- Manage, direct and organize the methods and procedures to measure and monitor departmental projects, programs and processes.
- Prepare sketches/plans; specifications and cost estimates for projects and various assignments.
- Manage the division safety program.
- Develop, organize and maintain policies and procedures for division programs and processes.
- Manage, direct, supervise and organize Cartégraph activities, including development of user systems and programs, and coordination of software improvements for field staff.
- Stay abreast of new trends and innovations of division responsibilities.
- Coordinate and participate in special projects and research as assigned.
- Responsible for Village clean-up and response to weather events and emergencies.
- Attend to and manage contractors including public information meetings, bidding, project award, funding determinations, construction oversight and project closeout.
- Monitor construction sites to assist and advise contractors in work activities.
- Supervise and participate in the collection of field data with staff.
- Prepare Committee and Village Board meeting materials.
- Purchase bulk road salt from the state and county for the snow and ice season.
- Responsible for the submission of monthly IEPA water reports, annual CCR, and review water quality sample reports.
- Responsible for the completion and submission of annual LMO-2 to the IDNR.
Supervisory Functions:
- Assume management responsibility for Operations Division services and activities within the Public Works Department; recommend and administer policies and procedures.
- Supervise the development and implementation of plans and programs to improve the efficiency of maintenance operations including cost control programs, staff utilization, and work method improvement.
- Supervise operations and services in accordance with E.P.A., IDOT and OSHA standards.
- Participate in the selection of employees; provide or coordinate training; work with employees to correct deficiencies; participate in disciplinary procedures.
- Investigate complaints and recommend corrective action as necessary to resolve complaints, dispatch crews to complaint sites.
- Responsible for payroll for all Public Works - Operations employees.
- Provide training and guidance toward employee development.
- Lead Public Works Department in Director’s absence, as required.
- Attend Executive Leadership meetings in the absence of the Director.
- Coordinate the removal of snow, sleet and ice on village roads, 24 hours a day, seven days a week.
- Ensure operations divisions perform routine maintenance to the Village's assets.
EDUCATION /EXPERIENCE /CERTIFICATIONS AND/OR LICENSCING
Required:
- Minimum three years’ experience of increasingly responsible experience in public works operations and maintenance including at least two years of professional municipal program administration experience.
- Possess valid Illinois motor vehicle operator’s license; must be maintained throughout employment.
- Possession of or ability to obtain within six months of hire, an Illinois Class B CDL driver’s license with airbrake and tanker endorsement. Must be maintained throughout employment.
- ICS/NIMS 700, 100, 200, 800; 300, 400, 552, 775 Certifications preferred. Earn with 18 months of employment.
- Possess or able to obtain certification in cardio-pulmonary resuscitation, AED and first aid.
- Possession of or ability to obtain, certification in the use of a self-contained breathing apparatus and respirators.
- Bachelor’s degree in management, administration, industrial relations, project management or closely related field preferred
- Possession of a Pesticide applicators certificate, Class C water operator’s license, arborist license preferred.

WORK ENVIRONMENT & PHYSICAL DEMANDS:
Physical Environment:
- stooping, kneeling, standing, reaching, walking, navigating uneven surfaces, lifting and/or moving (up to 50 pounds), grasping, talking, hearing/listening, seeing/observing, and repetitive motions.
- Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus.
- Position performs desk work and computer skills requiring manual dexterity.
Work Environment:
- Work performed is occasionally an office setting and daily outdoors in a variety of weather conditions exposing the employee to extreme heat/cold weather, fumes, odors, gases, chemicals, confined spaces, working in and around mechanical, electrical equipment and machinery and excessive noise.
- Willing and able to respond to afterhours call-backs; prepare for and confront emergency conditions to maintain efficient and effective Village services.
SALARY:
The base salary hiring range for this role is $94,000 to $112,800 per year. The salary range from the role is $94,000 to $131,600 per year.
