Village of Baroda Clerk Job Duties

General Duties

  • Keep the corporate seal and all the documents, official bonds, papers, files and records of the village.
  • Clerk of the Council, attend all meetings.
  • Record all the proceedings and resolutions of the council and record all the ordinances of the Village.
  • Countersign and register all license granted.
  • Make reproductions pursuant to the Records Reproduction Act, of the papers and records filed and kept in Village Hall and shall certify the reproductions under the seal of the village.
  • Administer oaths and affirmations.
  • The Village Clerk is the front facing person to the Village residents and must provide customer service.
  • Includes but not limited to renewing of all insurance policies.
  • Complete New Hire packet and records for all employees including filing and entering information into BS&A
  • Processes all permits and forwards to appropriate inspector.
  • Manages and receives all permits for Park, Special Use but not limited to these permits.
  • Coordinating and organizing seasonal events such as Music in the Park
  • Attend educational programs about roles and responsibilities.
  • Filing and completing State and Federal Reporting including, but not limited to the following.
  • Unemployment
  • Quarterly Tax Forms
  • Process payroll on a bi-weekly and quarterly basis then complete a check and balance with the Village Treasurer
  • FOIA Coordinator

Clerk as General Accountant

  • Clerk is the general accountant of the Village.
  • The clerk will receive Village bills for payment.
  • The clerk will report the bills, with the accompanying invoices and fund balances from which to pay the bills, to the council for allowance.
  • After claims are approved by the Council, the clerk will present check disbursement authorizations to the treasurer for payment of the claims, designating the fund from which payment is to be made, and make proper receipts.
  • The clerk may not present check disbursement authorizations from a fund after the fund is exhausted.
  • When a tax or money is received, raised, levied, or appropriated, the clerk will report the amount to the village treasurer, stating the amount of funds and the amounts to be credited to each fund.
  • Clerk is responsible for the following:
  • All the books, vouchers and documents relating to accounts, contracts, debts, and revenues of the Village.
  • Countersigning and registering all bonds issued and keeping a list of all property belonging to the village and of its debt and liabilities.
  • Keeping a complete set of books, exhibiting the financial condition of the village funds, resources, and liabilities, with a proper classification and showing the purpose for which, each fund was raised.

Financial reporting

  • The clerk will report to the council monthly a detailed statement of the receipts, expenditures, and financial condition of the village, of the debts to be paid and monies necessary to meet the estimated expenses of the village.

Reports

  • Village Clerk will work with the Village Treasurer and President on the last Thursday of each month:
  • Amounts received and credited to each fund.
  • Into which account it was received
  • Amounts paid out from each fund during the preceding month.
  • Amount of money remaining in each fund on the day of the report
  • Completed reconciliation report for all funds.
  • The Village Clerk will then provide the above reports to the Council at each monthly meeting.
