Job Summary:
Administers the fiscal and budget control program within the department as well as supervising the administrative support & fiscal staff. Oversees all finance, accounting, and operational functions of the Vilas County Human Services Department. Additionally, this position possesses knowledge of the programs served by the department and privacy and compliance guidelines within those programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Financial Analysis/Reporting /Fiscal and Budget Control Program Administration:
· Prepares and submits all State & Federal fiscal reports.
· Partner with Human Services Director and others as directed to complete State and Federal Budget/Applications and Final Year-End programmatic/fiscal reports.
· Partners with Human Services Director and appropriate staff to assess, plan and implement program changes, requirements and continuous improvements.
· Provides fiscal analysis and projections and prepares reports as needed for Human Services Director, Human Services Board meetings, and special projects.
· Reviews and interprets contracts with County, State and Federal granting agencies.
· Supervises all aspects of provider contract development and monitoring.
· Provides long and short-range strategic planning.
· Serves as main point-of-contact for all fiscal related questions from auditors, county employees, state & federal fiscal staff, etc.
2. Budget Development:
· Works with historical data, new information, Human Services Department supervisors and director to develop the annual budget for Human Services Department and to develop State and Federal budgets and applications as required.
· Presents budget to County Finance Director and Human Services board and revises and presents multiple scenarios as needed
3. Accounting:
· Oversees all Human Services Department accounting functions including but not limited to: accounts payable, accounts receivable, payroll, direct and indirect cost allocations, petty cash reconciliation
· Reviews and reconciles all General Ledger details with county financial system and with state and federal reporting agencies.
· Streamlines accounting processes as State & Federal reporting requirements change
Assures segregation of duty requirements are met.
4. Management and Leadership:
· Directly supervises, trains, teaches, coaches, corrects, leads, and collaborates with fiscal and administrative staff.
· Plans, assigns and directs work, appraising immediate performance and completing yearly employee performance evaluations.
· Assists in rewarding and disciplining employees, addressing complaints and resolving problems
· Assists with on-boarding fiscal and administrative employees including interviewing and training.
· Serves in leadership role within Human Services Department Supervisors and other county and inter-county teams.
· Ensures compliance with State of Wisconsin fiscal requirements, Government Accounting Standards, and County policy.
· Ensures administrative staff is in accordance with the organization's policies and applicable laws for effective operation of the department, including document preparation, maintenance of client records and customer service, and review and maintenance of fiscal and administrative policy and process manuals.
5. Operations, Contract Administration and General Office Management:
· Manages administrative support across Human Services Department.
· Manages 100%-time reporting process for all Human Services Department employees to be able to properly allocate payroll costs to programs. Ensures all employee’s time tracking
· Supervises the 3rd party vendor contracting process.
· Oversees ongoing operational and financial process improvement work, utilizing technology to accomplish tasks.
· Works with IT Department on budgeting, acquisition and locating non-levy sources of equipment cost coverage.
· Provides analyses and other support as needed.
· Evaluates fiscal and related software for system efficiency.
· Provides network security administration, granting access to state and local computer systems by policy and approval of the Director and terminating access as appropriate.
· Participates in the Vilas County Emergency Management Plan as needed and directed by the plan.
6. Any other duty as assigned.
WORK REQUIREMENTS AND CHARACTERISTICS:
A. Education/Knowledge:
4 Year College Degree - Required Major field of study or emphasis: Accounting, Human Services or Business Administration, Social Work or related field.
B. Licensure/Certification:
Required - Valid WI driver’s license and adequate insurance.
C. Required Work Experience:
In addition to Education/Licensure
Five years’ work experience in the fiscal management field, with human, social services, or related field experience preferred. Three years of supervisory experience. A combination of equivalent education and experience may be considered.

· Knowledgeable of budget preparation and implementation and methods and procedures for maintaining fiscal records and reports. Able to prepare and install operating plans and procedures.

PHYSICAL REQUIREMENTS & WORKING CONDITIONS:
· Requires sitting in one location for extended periods of time.
· Requires extensive keyboard entry.
· Requires extended periods of time viewing computer monitor.
· May require occasional lifting of 20 pounds or less.
· Ability to drive.
Job Type: Full-time
Pay: $67,662.00 - $71,531.00 per year
