Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/29/2026.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11.. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-11 Grade Level: Specialized experience: Examples of specialized experience would typically include but are not limited to:
1. Advising, compiling, analyzing, and synthesizing VISN enrollment program performance data to identify strengths, weaknesses and improvement opportunities.
2. Managing multiple analytical projects and programs concurrently, where effort involves coordination among multiple stakeholders, government agencies, resources, and divisions.
3. Interpreting regulations and develops procedures to improve operations.

Education (TRANSCRIPTS REQUIRED): Do you possess a PhD. or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M.,if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess equivalent combination of specialized experience directly related to the work of the Program Analyst and successfully completed graduate education that demonstrates the ability to perform the duties of this position, which may be substituted to meet the specialized experience requirements for GS-11 position.
GS-12 Grade Level: Specialized experience: Examples of specialized experience would typically include but are not limited to:
1. Gathering relevant data, analyzing it critically, and making recommendations based on findings using available information resources such Internet/Intranet tools, manuals, and other reference material.
2. Monitoring nationwide operating outreach programs and activities supporting VA benefits, services, and programs available to Servicemembers, Veterans, and their families.
3. Preparing for and delivering outreach, presentations to various audiences within the VHA, VISN, Member Services, HEC, variety of levels of management, department level executives and outside agencies.
4. Creating special focused materials for meetings, retreats, and events.
5. Drafting briefing papers and answering Congressional and other internal and external stakeholder inquiries.

Responsibilities:
The incumbent provides analytical oversight reports, guidance, and monitoring of VISN eligibility and enrollment programs at all VA Medical Centers (VAMCs) and VA Clinics performing Veteran eligibility and enrollment functions within the assigned VISN. Advises, compiles, analyzes, and synthesizes VISN enrollment program performance data to identify strengths, weaknesses and improvement opportunities.Major duties include but are not limited to:
- Monitors operating programs and activities supporting VHA enrollment and eligibility outreach efforts to include policy and procedures, data and reporting, research and scheduling, outreach delivery and special emphasis outreach efforts.
- The incumbent works in close cooperation with other elements of VHA as it relates to VHA enrollment and eligibility benefits potentially available to Servicemembers, Veterans and their families.
- Provides procedural background to internal and external partners regarding VHA enrollment and eligibility outreach engagements and healthcare benefits and services.
- The incumbent works using knowledge, skills, and abilities to integrate VHA and the other stakeholders information systems to provide a seamless transition for healthcare eligibility.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Full-time, 40 hours per week, Monday through Friday, 8 hour shift between 8:00am - 4:30pm.
